Assuming that at one frequency there is an opportunity to transmit several mutual interference signals at one time, the problem is the separation of these signals. But, complexity of demodulation procedures has significantly increased compared to the classical. Thus, we must determine whether a reasonable increase of complexity and how will increase the throughput of some communication system. APPLICATION OF NATIONAL STANDARDS OF UKRAINE FOR ASSESSMENT OF COMPLIANCE OF FIREWORKS OF THE 1ST, 2ND, 3RD, CLASSES WITH THE TECHNICAL REGULATION OF PYROTECHNIC PRODUCTS(2019) Вересенко, Ю.В.; Veresenko, Yu.V.; Романова, Т.В.; Romanova, T.V.Ukraine, as a member of the World Trade Organization, should harmonize its technical regulation system with that of other WTO members. To reform the national technical regulation, new laws of Ukraine were adopted: “On metrology and metrological activity”, “On standardization”, “On technical regulations and conformity assessment”, “On accreditation of conformity assessment bodies”. The European approach to technical regulatory coherence is confirmed by the existence of mutual recognition agreements for conformity assessment results. Conformity assessment in the EU is carried out for compliance with product directives. Product directives define mandatory general (essential) safety requirements. The task of establishing specific characteristics is assigned to European standards, which are voluntary for application. Products manufactured in accordance with the requirements of European standards harmonized with the EU directive are considered to meet the essential requirements of the directive (presumption of conformity principle). European directives are being implemented in Moldova as technical regulations. This normative and legal act, adopted by the public authorities, establishes mandatory requirements for the elimination of the threat to the national security, protection of human life, health and property, protection of animals, plants and environment, etc. Under each approved regulation, the list of national standards ensuring compliance with the requirements of the regulations will be made public. Lists of national standards are formed in accordance with the methodological recommendations approved by the central executive authority, which ensures the formation of state policy in the field of technical regulation. The national standardization body shall, upon request of the relevant central executive authorities, provide them with information and methodological assistance on the formation of lists of national standards. The list of national standards is approved for the first time prior to the entry into force of the relevant technical regulations and is then updated as necessary by approval. In article some disputable questions arising in the course of expert estimations carrying out on marking and tests of fireworks on functioning for carrying out of an estimation of conformity to Technical regulations of pyrotechnic products are considered. Cases when compliance with technical regulations is certified, but certified “today” through the use of a limited list of standards, the voluntary use of which can be perceived as proof of compliance of pyrotechnic products to the requirements of the Technical Regulations of pyrotechnic means.Item КЛЮЧІ ТА ІДЕНТИФІКАТОРИ В СИСТЕМАХ УПРАВЛІННЯ ДОСТУПОМ. KEY AND IDENTIFIERS IN ACCESS CONTROL SYSTEMS(2019) Білогуров, В.А.; Bilohurov, V.A.; Назарок, Д.С.; Nazarok, D.S.The subject of this article was the main and auxiliary means and devices, which allowed first to differentiate access to information and objects, and subsequently to automate such access. Contact, non-contact and combined smart cards that operate at 125 kHz or 13.56 MHz (in near-field communication systems) are considered. Standards are described in specifications ISO 18902, ISO 7816, ISO 14443 variants A and B (less frequently ISO/IEC 15693), EMV (Europay, MasterCard, Visa), IPS/JEDEC J-STD- 020C, ECMA. Typical use of smart cards (tags) is discussed: – access control and time management at enterprises; – paid access to car parks, lifts, attractions, etc; – payments for the use of public transport; – replacement or addition of bank and discount cards with magnetic stripe; – keyless access to vehicles. There are three main card standards: Mifare, EM Marine and HID. The media standard is defined by the chip. The tag allows data encryption and provides up to 100,000 overwrite cycles. Design and element base of maps are considered. Attention paid to the volume of tags memory and the use of new technologies. Ways of protection against unauthorized interference such as traditional technologies of data encryption AES (Advaced Encryption Standard), SHA (Secure Hash Algorithm), and American FIPS (Federal Informaion Processing Standards) are considered. The article focuses on the use of biometric module AT77SM0101BCBO2VKE manufacturing Atmel in particular for foreign passports. Design and peculiarities of operation of readers, as well as the use of common tags for anti-theft systems of cars are considered. Possessing the basic functionality of systems and components of remote access control can be useful to practitioners in implementing law enforcement practices.Item Кодифікація майна сил безпеки та оборони України. CODIFICATION OF THE PROPERTY OF THE UKRAINIAN SECURITY AND DEFENSE FORCES(2019) Смерницький, Д.В.; Smernytskyi, D.V.; Кучинський, Ю.Д.; Kuchynskyi, Yu.D.It is noted that the current Ukrainian legislation currently provides for the codification of property (supplies) only for State bodies (military formations) belonging to the Ukrainian defense forces. The purpose of the codification is to improve the efficiency of supply chain management at all stages of the life cycle, to provide the necessary conditions for automated accounting, to improve stockpile management, and to promote the compatibility of the logistics systems of the Ukrainian defense forces with the logistics systems of other countries that use the NATO codification system. The main objective of the codification is to assign a NATO nomenclature number to each item of supply. The NATO Codification System is a logistics nomenclature management tool that fulfills three main objectives of logistics: improving logistics performance, reducing overall costs by preventing the identification of duplicate items, and promoting interoperability. The security forces include law enforcement and intelligence agencies, special- purpose State bodies with law enforcement functions, civil protection forces and other bodies tasked by the Constitution and the laws of Ukraine with ensuring the national security of Ukraine, and the defense forces – the Armed Forces of Ukraine, as well as other military formations, law enforcement and intelligence agencies and special- purpose bodies with law enforcement functions established in accordance with the laws of Ukraine. The analysis of the main regulatory legal acts regulating the procedure of codification of supply items is carried out, as well as the benefits for the sphere of interests of the state and objects of management, which appear during the implementation of the system of codification of supply items of NATO. It has been established that, in order to implement the areas of State national security policy defined by the National Security Strategy of Ukraine, to implement the tasks set out in the National Guard’s Development Concept for the period up to 2020 and other regulatory documents aimed at ensuring effective cooperation between the security and defense forces in the performance of their functions to ensure the defense of the State, it is advisable to extend the scope of the regulatory and legal instruments on the codification of emergencies to the Ukrainian security forces.Item МАРКУВАННЯ ПІРОТЕХНІЧНИХ ВИРОБІВ ЯК ОБОВЯЗКОВА ВИМОГА ЇХ БЕЗПЕЧНОГО ВИКОРИСТАННЯ. Consumer rights are among the most important social rights of citizens, whose protection is vested in the State. The consumer at acquisition, the order or use of production in territory of Ukraine has the right to the state protection of the rights, in particular acquisition of production of proper quality safe for a life, health and environment. Pyrotechnic products are classified as hazardous. Products that are classified as hazardous must comply with the requirements of all current technical regulations applicable to such products. Compliance of the recycled, marketed or commissioned pyrotechnic products in Ukraine with the requirements of the Resolution of the Cabinet of Ministers of Ukraine dated August 03, 2011 No. 839 “On Approval of the Technical Regulation of Pyrotechnic Products” (hereinafter referred to as the technical regulation) is mandatory. Information about the pyrotechnic product, instructions for use, safety requirements specified in the product label. Marking is a mandatory requirement for safe use of pyrotechnic products in accordance with the Technical Regulations. The article contains a list of basic requirements that must be specified in the marking of pyrotechnic products, in accordance with the requirements of regulatory documents. METHODS FOR TESTING THE PROTECTIVE PROPERTIES OF PERSONAL BULLETPROOF PROTECTION(2019) Власов, В.А.; Vlasov, V.A.; Іванілова, Н.А.; Ivanilova, N.A.Research article highlights the methods of testing the protective properties of the developed national standards DSTU 8782: 2018 “Personal protective equipment. Bulletproof vests. Classification. General specifications”, DSTU 8788: 2018 “Personal protective equipment. Bulletproof vests. Methods of control of protective properties” and DSTU 8835: 2019 “Personal protective equipment. Bulletproof helmets. Classification. General technical conditions” defining climatic conditions and ballistic test regimes to assess the quality of personal protective equipment from the point of view of monitoring its protective properties. The article considers the peculiarities of testing the protective properties of such personal protective equipment as bulletproof vests and bulletproof helmets in accordance with their design features of climatic conditions of the test, requirements for personnel, testing equipment. In the article the authors give the classification of bulletproof vests and helmets adopted in Ukraine according to the stability of this personal protective equipment to the action of firearms bullets, as well as special classes of bulletproof vests on their resistance to cold weapons and fragments of shells, mines or hand grenades. The means of destruction are characterized: calibers of cartridges, weight and construction of balls. The article concentrates all stages of the test from the identification of samples of personal protective equipment provided for testing, to the features of the location of equipment during the tests of both bulletproof vests and helmets, the algorithm of testing, processing and fixing the results. Requirements are provided to demonstrate that the personal protective equipment complies with the declared class. The authors conclude that ballistic tests in accordance with the requirements of the established national standards will create prerequisites for improving the safety and quality of personal protective equipment, such as bulletproof vests and bulletproof helmets, as well as create prerequisites for increasing the level of protection of consumers’ interests of the above-mentioned products, improving the technical and economic performance of production of bulletproof vests and helmets in Ukraine.Item ОСОБЛИВОСТІ БУДОВИ ШТИФТОВИХ ЦИЛІНДРОВИХ МЕХАНІЗМІВ MUL-T-LOCK®1. PECULIARITIES OF THE STRUCTURE OF MUL-T-LOCK® CYLINDER PINS(2019) Филь, Р.С.; Fyl, R.S.Research article discusses the principle of operation of cylinder mechanisms of models 7x7®, Integrator™, Classic, Interactive® by Mul-T-Lock®. The gaps in the current regulations of Ukraine, which made it impossible to conduct operational and investigative activities of the National Police of Ukraine, were considered. In order to reveal the problems of the research subject, the constructions, technical characteristics and levels of resistance to different methods of hacking of the considered mechanisms are investigated. Data on the structure of their bodies, cylinders, pins and keys to them, as well as the level of interchangeability of individual components are given. The interaction of the main components of cylinders in different modes of operation is described. The order of applying the code of cylinder mechanisms on their carrier is given – the key. Key profiles, typical for mechanisms, which are officially delivered to Ukraine, are specified. The geometrical sizes of code pins in pairs are determined and the constructive methods aimed at increasing the security of mechanisms from manipulative methods of breaking are described. The level of resistance of cylinder mechanisms to burglary is analyzed in accordance with GOST EN 1303:2014. PROSPECTS FOR EQUIPPING FIREARMS SAMPLES WITH MODERN ADDITIONAL EQUIPMENT(2019) Жванко, Ю.П.; Zhvanko, Yu.P.Research article deals with the problems of equipping the existing samples of firearms with additional equipment, directions of increasing the combat effectiveness of automatic small arms, ways of improving the ergonomics of weapons, variants of equipping weapons in accordance with the specifics of the activities of individual units, sniper, several models of optical and optoelectronic sights, laser pointers. Priority areas for the modernization of this type of weapon have been studied in accordance with the specifics of its use and the increase in the level of professionalism of employees in the handling of weapons. The method of systematization of information by studying catalogues, sites of production associations and manufacturers of this type of small arms was applied in the work on the study. In the course of research some models of the weapon of foreign and domestic manufacture, their constructive elements, properties and tactical and technical characteristics have been studied. In the course of the scientific research, the types of additional equipment, its tactical and technical characteristics and purpose were considered and presented. Options for increasing the combat effectiveness of automatic small arms in service with the law enforcement agencies by improving it by equipping it with modern additional equipment are presented. The possibilities of equipping existing samples of automatic firearms with additional equipment and analysis of the effectiveness of their use are determined. The main design and technical and operational characteristics of the elements of additional equipment are determined on the basis of the requirements for the purpose, dimensions, service life, materials used in the design, weight, storage, operation and maintenance.Item ПРОЄКТУВАННЯ ЖИЛЕТІВ РОЗВАНТАЖУВАЛЬНИХ ДЛЯ ІНСПЕКТОРІВ-КРИМІНАЛІСТІВ. DESIGN OF VEST UNLOADING FOR INSPECTORS-CRIMINALISTS(2019) Александров, М.Є.; Aleksandrov, M.Ye.; Дмитрук, В.А.; Dmytruk, V.A.Research article highlights the peculiarities of the design and unloading vests for inspectors-criminalists. At the moment, criminals use mainly suitcases for transportation, storage and use of technical tools of forensic examination, which have a significant mass, which, in turn, creates inconveniences in the conduct of investigative and operational activities. For the rational placement of technical and forensic tools and distribution of their weight on the human body, it is advisable to develop unloading vest of inspectors-criminalist, which will be equipped with a belt bag, the design of which will be adapted to modern technical and forensic tools. For the design of the vest and belt bags, it is advisable to investigate the dangerous harmful factors acting on criminalist during their activities, as well as the requirements for rational placement and use of technical and forensic tools. The analysis of the conditions for the activities of inspectors-criminalists, the determination of the list of dangerous harmful factors acting on a person and his equipment, events of a different nature were carried out by an analytical method, a method of observation and questioning. Development of requirements for the design of the vest and its individual elements was carried out by the methods of observation, comparison and experimentally. The scientific novelty consists in the classification compiled by the authors, regarding dangerous hazardous factors that influence the work of the inspector- criminalist, as well as in determining the minimum required set of belt bags for the placement of technical and forensic means of maiden necessity. Based on the results of the study, an experimental sample of the unloading vest was developed, as well as a set of summaries for technical and forensic means. The developed sample of the unloading vest for criminalists, besides the optimal distribution of the load of technical and forensic tools on the human body, also provides the convenience of using various types of tools, protection from contamination prevention and mechanical damage, as well as from traffic accidents during the inspection of the accident scene on the highway. With these matters cleared away, in conclusions the authors emphasize the need for experimental testing of the developed prototype example to the vest of unloading inspector-criminalist to determine further directions for its improvement.Item ТЕХНІЧНЕ ЗАБЕЗПЕЧЕННЯ ЕФЕКТИВНОГО ФУНКЦІОНУВАННЯ КОМПЛЕКСІВ ФОТОВІДЕОФІКСАЦІЇ ПОРУШЕНЬ ПРАВИЛ ДОРОЖНЬОГО РУХУ. TECHNICAL SUPPORT FOR THE EFFECTIVE FUNCTIONING OF PHOTO AND VIDEO FIXATION SYSTEMS FOR TRAFFIC VIOLATIONS(2019) Мусієнко, Д.І.; Musiienko, D.I.Now Ukraine is among the world leaders in the number of deaths due to road accidents along with Georgia, Russia, Armenia, India and the USA. The most effective preventive solution to improve road traffic safety is considered to be the introduction of a system of photo and video recording of traffic violations by motor vehicles. However, its implementation requires the solution of a number of problems, including technical ones, for example, the tactical technical characteristics of own equipment, data transmission channels, a comprehensive system of information protection and many others. It is important in the process of implementation of such a system to make the right decisions, it is possible only when focusing on the international experience of such work, taking into account the false steps of countries have already introduced systems of photo and video fixation and their consequences. In the article on the basis of the analysis of foreign materials, concerning functioning of systems of photo and video fixation of infringements of rules of traffic by motor vehicles a number of technical problems which arises at introduction and operation of such systems is resulted. In particular, one of the most frequent problems is the choice of the location of the photo radar complex itself (a device that measures the speed of the vehicle and captures its photo or creates a video order), and it is worth noting that such a problem arises for all types of complexes – stationary and mobile. Again, based on foreign experience, the article provides examples of solutions to these problems abroad and ways to prevent them. Recommendations are provided to ensure the maintenance of the effective functioning of such systems. First of all, these are the following errors: – the axis angle of the complex in relation to the direction of movement of vehicles is incorrectly set; – the set threshold for speed measurement does not correspond to the threshold allowed in the control zone; – the geographical coordinates of the installation of the complex do not correspond to the actual coordinates, which may lead to inaccuracy in the speed measurement; – the type of violation is fixed by the complex does not correspond to the one established for the given control zone; – the direction of movement of the vehicle is incorrectly indicated; – error in the settings of the current time of the complex; – incorrectly selected control lanes complex. In addition to these errors, there are other errors, such as the so-called “cosine effect”, where the vehicle’s speed is measured by a device that stands at some angle to the roadway. The calculations in the article show that the measured speed will be lower than it actually is, of course, in favor of the driver. To compensate for this error is introduced a certain coefficient, which is calculated by the device itself. However, the user of the device can enter the maximum value of this coefficient, but the speed measurements should be carried out with an angle value close to zero, which is already noted in the press. Thus, there are still many technical problems that need to be solved. Again, on the basis of foreign experience of introduction of similar problems in article examples of the decision of these problems abroad and ways of their prevention are resulted. The main problems that have arisen at present are identified and need to be solved. One of the principal ways of maintaining the necessary level of ensuring the protection of human rights and freedoms, combating crime, maintaining public order and public safety in Ukraine is the technical equipment of the National Police of Ukraine with modern models of special equipment and vehicles using the unique innovative potential of the industrial complex of Ukraine. Effective use of developments in the field of creation of special and specialized equipment and vehicles for the technical equipment of the National Police of Ukraine is possible only with targeted state support and the introduction of incentive mechanisms, including: an adequate state budget, the provision of concessional loans, tax incentives, customs privileges, etc. Among the necessary conditions for effective industrial use of scientists in the field of creating special and specialized equipment and vehicles is also providing training of qualified personnel, attracting potential investors, expanding cooperation opportunities and creating appropriate networks, improving patent protection, increasing the level of innovative culture and the like. Given and classified the main problems of technical support of the National Police of Ukraine and ways to solve them, it is advisable to take into account when forming a strategy for the development of special vehicles. Based on the analysis of the technical support of the National Police of Ukraine in modern conditions and the existing scientific and methodological apparatus, it is reasonable organizational and technical recommendations aimed at improving its effectiveness.Item Технічні характеристики та конструктивні особливості кайданків одноразового використання. TECHNICAL CHARACTERISTICS AND DESIGN FEATURES OF DISPOSABLE HANDCUFFS(2019) Березненко, Н. М.; Bereznenko, N.M.; Неня, О.В.; Nenia, O.V.; Кучинський, Ю.Д.; Kuchynskyi, Yu.D.A comparative analysis of disposable handcuffs in service with law enforcement agencies around the world has been conducted. The technical characteristics of disposable handcuffs are analyzed and the criteria by which they can be classified are proposed, namely, the number of created loops, the material of manufacture, and the way of wearing them. The article deals with historical aspects of handcuffs. The analysis of technical characteristics and design features of handcuffs of disposable use of foreign production is carried out, taking into account which criteria of classification of disposable handcuffs are offered. The key criteria by which they can be evaluated are defined: the number of created cycles – single cycles, double cycles; manufacturing material – textiles, plastic, metal; method of transportation – compactly folded into a case, not composed and not adapted to the elements of clothing or equipment. The main advantages and disadvantages of metal and disposable plastic and textile handcuffs are highlighted. Considerable attention is paid to the choice of material for the manufacture of plastic handcuffs for disposable use, for which different types of polymeric composite materials on their physical and mechanical properties are analyzed. According to the results of this analysis, it was concluded that the properties of composite materials are mainly determined by the technological and operational characteristics of polymeric matrices. Attention is focused on the advanced positions of polyethylene among other polymeric materials due to the successful combination of physical and mechanical properties, ease of processing and relatively low cost. Besides, this polymeric material is processed by all known methods of processing. Depending on the polymerization method, the properties of polyethylene vary considerably, and therefore polyethylene is of different types: high pressure and low density polyethylene, low pressure and high density polyethylene, medium pressure polyethylene, linear polyethylene. Based on the results of the study, it was suggested that disposable plastic handcuffs should be used by law enforcement officials to restrict the mobility of detained offenders under current legislation. The technical characteristics of the most functional, according to the authors, disposable plastic handcuffs are also proposed.
