Abstract
У статті проаналізовано організаційну структуру народних комісаріатів УСРР в 1920-х рр. та доведено, що система радянських органів державного управління будувалася за принципом централізації управління та чіткої ієрархії. Зазначено, що народні комісаріати виконували повноваження центральних органів влади у різних сферах суспільного життя. The article analyzes the organizational structure of the public’s commissariats of the USSR in the 1920s and proves that the soviet system of state administration bodies was based according to the principle of centralization of management and a clear hierarchy. It is mentioned that the public’s commissariats performed the duties of the central government in various spheres of public life.
