Abstract
У статті здійснено дослідження ролі актів стратегічного планування в системі адміністративно-правового регулювання України. В статті наголошено, що цільовим призначенням актів стратегічного планування в силу їх адміністративно-правового характеру є спрямоване поліпшення правового стану держави, діяльності громадських інститутів і життя громадян. В даний час ефективна система стратегічного планування в Україні необхідна для вирішення найважливіших питань поліпшення якості життя населення, підвищення темпів зростання економіки і гарантій безпеки країни, тобто того, що становить пріоритети розвиненої правової держави. The article examines the role of strategic planning acts in the system of administrative and legal regulation of Ukraine. The article notes that the purpose of strategic planning acts, due to their administrative and legal nature, is to improve the legal state of the state, the activities of public institutions and the life of citizens. Currently, an effective strategic planning system in Ukraine is necessary to address the most important issues of improving the quality of life of the population, increasing the growth rate of the economy and ensuring the country's security, that is, what constitutes the priorities of a developed state governed by the rule of law. It is noted that it is necessary to clearly define the functions of strategic planning by law, in particular: goal setting, forecasting, planning and programming, as well as to consolidate the system of implementation of these activities and determine how exactly the activities of government bodies are implemented, including by adopting generally binding power prescriptions that are adopted in a certain form by the law-making body within its competence and are aimed at establishing, changing or canceling legal norms designed for multiple application, that is, by adopting normative legal acts.
