Item Використання електронних довірчих послуг у системі МВС України. USE OF ELECTRONIC CONVENTIONAL SERVICES IN THE SYSTEM OF THE MINISTRY OF INTERNAL AFFAIRS OF UKRAINE(2019) Чередниченко, Андрій Валерійович; Cherednychenko, AndriіPaper is devoted to the possibilities of use of electronic conventional services, including electronic digital signature, timestamps and electronic seals in electronic documents of state enterprises, state authorities and structures of the Ministry of Internal Affairs of Ukraine. The analysis of the advantages and disadvantages of digital signing is carried out. The ways of introducing alternatives, methods and means of personality identification during signing of electronic documents are considered. The introduction of e-governance in Ukraine without effective and efficient functioning of the electronic document flow system is impossible. Also important for document circulation in electronic form is the proper examination and signing of the document. Taking into account the fact that the scanned document with the signature and seal of the department is not the original document, namely the document signed with the use of electronic digital signature (EDS), according to the Ukrainian legislation will already be legally significant document. In this paper, we will look at and find out, how it is formed, when and why an electronic digital signature is used. In Ukraine, during 2002–2018, a number of legislative acts, normative and technical documents on EDS were adopted and revised. Since that time, this branch has passed the stage of formation and is currently actively developing. We can separately highlight the adopted by the Cabinet of Ministers of Ukraine “Strategy for the Development of the Information Society in Ukraine” of May 15, 2013, No. 386-p. The strategy outlines key areas of innovation: e-government, e-democracy, e-economy, e- commerce, e-service, e-education, e-medicine, e-culture. An increasing number of administrative services are being implemented, which can be arranged electronically, by signing an electronic digital signature. In particular, in the Service Centers of the Ministry of Internal Affairs of Ukraine, citizens have the opportunity to use administrative services, such as: issuing a certificate of legality, which can be taken ready by the chosen, most convenient territorial, service center of the Ministry of Internal Affairs. It can be stated that in order to improve the functioning of EDS in Ukraine, a number of normative acts were adopted in recent years. Ukraine’s progress in the field of information and communication technologies (ICTs) has influenced its assessment in the world.Item ДОСЛІДЖЕННЯ ЗУБОХОНІНГУВАННЯ ЗУБЧАСТИХ КОЛІС ПІСЛЯ ШЕВІНГУВАННЯ І ТЕРМООБРОБКИ. STUDY OF GEAR HONING OF COGWHEELS AFTER GEAR SHAVING AND HEAT PROCESSING(2019) Кривошея, Анатолій Васильович; Kryvoshe³a, Anatolii; Возний, В'ячеслав Вікторович; Voznyi, Viacheslav; Мельник, Володимир Євгенович; Melnyk, Volodymyr; Підгаєцький, Михайло Матвійович; Pidhaietskyi, MykhailoResearch paper considers a new method of gearing cylindrical gears, after gear shaving and heat processing with worm diamond elastic hones. The main disadvantages of the existing methods of gearing honing are given. The main advantage of the new method of gear honing is that serial milling or grinding machines can be used to implement it. To ensure spring linkage in the system tool–detail a special device has been developed. As a tool, a specially developed diamond elastic worm hone instead of a disk hone was used. The use of worm hone equalized the cutting speed of the gear height and significantly reduced the dynamic load while gear honing, compared with the disk gear hone. The characteristics of the diamond worm hone, the modes and quality of machining gears are stated. To assess the quality of machining gears, the surface roughness parameters were used, which were measured before gearing honing. For measuring the roughness of the surface of gear honing, a complex was created by measurement with data output to a computer. The complex is connected to a computer, which allows to automatically obtain the following roughness parameters: Ra, Rq, Rt, Rz, Rc, Rsm, as well as the supporting curve. The roughness was measured both along the involute profile and along the honing line of the cogwheel. For statistical assessment of the results, the roughness supporting curves were constructed before and after processing. From the analysis of the scattering curves, it was found that the roughness of the surface of the gear wheels after gear honing can be reduced by 2–3 times. In addition to providing roughness parameters, the process of gear honing allows correcting local defects (cracks) of the profile. All gears after the gearing are recognized as suitable ones for the construction of hydraulic machines. The conclusions and perspectives of further research are presented.Item ЕРГОНОМІЧНІ ВИМОГИ ДО СПЕЦІАЛЬНОГО (ФОРМЕНОГО) ОДЯГУ ЛІТНЬОГО АСОРТИМЕНТУ. ERGONOMIC REQUIREMENTS FOR SPECIAL CLOTHING (UNIFORM) IN SUMMER(2019) Сергієнко, Любов Григорівна; Serhiienko, Liubov; Бакал, Віталій Павлович; Bakal, VitaliiResearch paper has a set of ergonomic indicators, which should be taken into account when designing summer special (uniform) clothing for the National Police. Special-purpose clothing must meet a number of ergonomic requirements: have protective functions, meet hygienic requirements, be as comfortable and functional as possible. Violation of these requirements can lead to significant changes in human functional systems, namely: cardiovascular, nervous, respiratory, endocrine and the like. Therefore, special attention is drawn to the ergonomic aspects of design, which provide a combination of safety and convenience (comfort) of the user. The existing systems of classification of ergonomic requirements for industrial clothing require an improvement in accordance with each product range. In the paper, the authors suggest a generalized classification of ergonomic requirements, which include a set of anthropometric, hygienic, physiological and psychological indicators for special (uniform) summer range for National Police officers. The study of a set of ergonomic indicators for special (uniform) clothing was carried out by the method of theoretical and analytical study of existing classifications of ergonomic indicators for industrial clothing. The scientific novelty of the obtained results is that on the basis of theoretical researches the basic ergonomic requirements for special (uniform) clothing of the summer assortment are determined, their generalized classification and structure are carried out and also the structure of each individual indicator, that is part of the ergonomics, is determined. In their conclusions, the authors state that in order to obtain high-quality special (uniform) clothing of the summer range, it is necessary to take into account the whole range of ergonomic requirements, that are put to this range of clothing. The result of the study can be used in the development of new and improvement of existing items (kits) of unilateral special summer uniform of police officers.Item ЗАХИСНЕ ЕКІПІРУВАННЯ ПОЛІЦЕЙСЬКОГО ПІД ЧАС ЗАБЕЗПЕЧЕННЯ ПУБЛІЧНОГО ПОРЯДКУ. PROTECTIVE POLICE EQUIPMENT DURING MAINTAINANCE OF PUBLIC ORDER(2019) Шевченко, Віктор Олександрович; Shevchenko, Viktor; Вяткіна, Лідія Петрівна; Viatkina, LidiiaPaper deals with the urgency of the use of special means, namely the protective equipment of a police officer. Recent studies and publications on the use of personal protective equipment have been analyzed, the need has been identified and existing knowledge has been systematized. Insufficiently resolved issues in the protective equipment of a police officer while ensuring public order were singled out. Modern personal protective equipment for a police officer, designed to directly protect his life and health in the course of duty is studied in detail. Examples of classification of the level of protection of protective equipment in the system of the Ministry of Internal Affairs of Ukraine and police of foreign countries are given. The distribution of personal protective equipment of a police officer is suggested. Examples, description and application features of modern materials used in personal protective equipment, such as steel, titanium, aluminum, ceramics, polyethylene polyethylene, nylon and aramid fibers (kevlar, queen, carbon, terlon and others), are given. Updated state classification of bulletproof vests in Ukraine, in accordance with the new DSTU 8782: 2018 PPE. Body armor. Classification. General specifications. Requirements for Individual Armor Protection, is carried out. The experience of using individual armor protection has been analyzed, the requirement for reduction of a traumatic (pre-obstructive) contusion trauma has been singled out and options for providing its severity have been proposed. Suggestions of approximate time of continuous wearing of personal protective equipment by police officers are provided. Modern personal protective equipment has been systematized and reviewed in detail, namely: individual head and torso protection, shock and anti-ball shields, individual limb protection, protective gloves and shoes, protective kits (shock and anti-ball), individual protective equipment. OPPORTUNITIES FOR THE IMPROVEMENT OF TECHNICAL SUPPORT OF THE EXPERT-CRIMINALISTIC DEPARTMENTS MIA UKRAINE FOR THE FULLFILLMENT OF FORENSIC AND BALLISTIC RESEARCHES(2019) Вересенко, Юрій Віталійович; Veresenko, YuriiThe testing department of the State Research Institute of the Ministry of Internal Affairs of Ukraine is accredited by the National Accreditation Agency of Ukraine for competence and independence in accordance with the requirements of DSTU ISO / IEC 17025: 2006 (General Requirements for the Competence of Testing and Calibration Laboratories), has the status of conformity assessment body in fields: testing of armor, weapons, special non-lethal weapons, ammunition and structurally similar items, pyrotechnic articles. For the control of the ballistic stability of personal protective equipment (bulletproof vests and bulletproof vest elements, shields and helmets bulletproof), protective glazing, protective structures (parts and components), protection of armored specialized vehicles, riflescale shotguns, smooth barrels of the appropriate caliber, which provide the required, determined by regulatory documents of Ukraine, the speed of the bullet and cartridges of the industrial production. Necessary weapons or ballistic barrel are grounded on the developed and patented at the State Research Institute of the Ministry of Internal Affairs of Ukraine weapons for remote shooting weapons [1]. The scope of use of this device is not limited to the ballistic tests of armor protection conducted in the State Research Institute of the Ministry of Internal Affairs of Ukraine, but may be used, for example, in the Expert Forensic Departments of the Ministry of Internal Affairs of Ukraine. One of the most important issues raised by a forensic expert is the determination of the propriety of improvised firearms and ammunition and their suitability for firearms and ammunition. In this regard, the Methodology for establishing the object of a firearm and its suitability for firearms (hereinafter – Methodology) contains relevant regulations. Thus, in particular, Clause 3.1 of the Methodology provides that the object of the requirement to firearms is determined by the presence of a set of a number of common forensic features: Clause 7.4.8 of the Methodology contains the relevant regulations, it is mentioned that the experimental firing is carried out by use of a remote control firing, equipment (devices) to determine the flight speed of shells or their kinetic energy and a bullet trap or target that provide effective inhibition of projectiles fired from small arms. In our opinion, the solution of this problem and, consequently, the improvement of the technical support of conducting dynamic tests during the performance of forensic ballistic investigations, consists in the cooperation of the units of the Expert Service of the Ministry of Internal Affairs of Ukraine with the State Research Institute of the Ministry of Internal Affairs of Ukraine (hereinafter – the Institute).Item НОРМАТИВНО-ПРАВОВЕ ЗАБЕЗПЕЧЕННЯ ПРОВЕДЕННЯ ОЦІНКИ ВІДПОВІДНОСТІ ПІРОТЕХНІЧНИХ ВИРОБІВ. LEGISLATIVE SUPPORT OF THE ASSESSMENT OF CONFORMITY OF PYROTECHNIC ARTICLES(2019) Савіна, Наталія Григорівна; Savina, NataliiaResearch paper highlights the development of a regulatory framework for conducting the conformity assessment of pyrotechnic articles. The mandatory requirements are set out in the regulatory act – Technical Regulation of Pyrotechnic Products, approved by the Decree of the Cabinet of Ministers of Ukraine No 839 dated 03 August 2011. This Technical Regulation has been developed on the basis of the EU regulatory act dated May 23, 2007, concerning the launch of pyrotechnic articles on the market, in accordance with the regulations for drafting Technical regulations approved by the Cabinet of Ministers of Ukraine, on the basis of acts of European legislation of the Union, approved by the Cabinet of Ministers of Ukraine dated June 18, 2012 No 708. Extended requirements for all classes of pyrotechnic articles are set out in national standards, the voluntary use of which gives the presumption of conformity of pyrotechnic articles with the basic safety requirements set out in the aforementioned Technical Regulation. According to the Law of Ukraine “On Technical Regulations and Conformity Assessment”, such national standards should be identical to the relevant European standards adopted in the mentioned EU Directive. According to the Decree of the Cabinet of Ministers of Ukraine of December 16, 2015 No 1057 “On Definition of the Spheres of Activity Where the Central Authorities Perform the Functions of Technical Regulation”, the Ministry of Internal Affairs of Ukraine performs the functions of technical regulation, including the field of pyrotechnic articles, according to which monitors both European legislation and European standards for pyrotechnic articles.Item ОБЩАЯ МЕТОДИКА ВЫСОКОЭФФЕКТИВНОЙ ДИАГНОСТИКИ СЛЕДОВ МОНТАЖА В ЦИФРОВЫХ ФОНОГРАММАХ. GENERAL METHODOLOGY OF HIGH-EFFICIENCY DIAGNOSTICS OF TRACKS OF EDITING IN DIGITAL PHONOGRAMS(2019) Рыбальский, Олег Владимирович; Rybalskyi, Oleh; Соловьев, Виктор Иванович; Solovіov, Viktor; Журавель, Вадим Васильевич; Zhuravel, VadymInto the complete set of tools necessary for the judicial technical examination of materials and apparatus of the audio recording, the programs and methodologies (tool) for diagnostic researches of authenticity of phonograms are obligatorily included. Diagnostics of authenticness of phonograms unites researches of originality (i.e. to priority) of phonogram and presence (or absence) in it the tracks of editing. Presently for the record of the phonograms the digital apparatus of the audio recording is mainly used, and editing is produced with the use of digital processing of the signals fixed in phonograms. Therefore there is an insistent necessity of creation of tool for the exposure of tracks of digital treatment (tracks of the digital editing) in phonograms. It is offered by us, along with the instruments worked out before, to apply the neuron networks of the deep learning for creation of the expert tool intended for the exposure of tracks of digital treatment in phonograms. Preliminary researches are completed, and the first version of the program of such high-efficiency system is built. An aim of the study is the creation of general methodology of examining of the authenticity of digital phonograms, based on the tool worked out by authors. In the construction of such system it is suggested to come from that for editing phonogram it is possible from different pre-product – phonograms taped on the different apparatus of the audio recording, and phonograms, taped on one apparatus. For the exposure of tracks arising up at such types of editing, it is necessary to use a different tool, that allows considerably to shorten labour intensiveness and time of examination. For diagnostics of editing, made from the records taped on different apparatus, it is expedient to use the tool built on the basis of fractal approach, in particular, the automated tool is “Fractal”. For diagnostics of editing, made from the records taped on one apparatus of the audio recording, it is expedient to use the tool built on the basis of neuron network of the deep learning. Both types of tool are worked out by authors. The interpretation of the conceptual apparatus used in the technical field for the creation of specialized and specialized equipment and vehicles is analyzed and formed, which means a hierarchically organized, logically interconnected and structurally ordered system of the concepts used in theoretical, practical and practical activities. Objects, phenomena, and processes related to this subject area are studied and covered by the theory of structure and principles of operation of vehicles for general, special or specialized purposes. Defined conceptual apparatus should be based on a single set of concepts and terms that should not internally contradict each other, based on common concepts and terms used in related fields of science and technology, reflect the nature and basic features inherent in special and specialized vehicles and methods of their application, as well as organizational, technical and other measures taken in technical field. The basic purpose of improving the conceptual apparatus is substantiated, and it must be a stable system of concepts based on few logically independent starting points of conceptual character as possible. The improvement of the conceptual apparatus in the system of technical equipment of the National Police of Ukraine should start from the stage of its conceptualization. As a result, a complete and consistent system of concepts must be built to meet the requirement for the adequacy of changes occurring in the engineering and automotive industries.Item Порядок сертифікації продукції на відповідальність вимогам нормативних документів. PRODUCT CERTIFICATION PROCEDURE FOR THE COMPLIANCE WITH REGULATORY DOCUMENT REQUIREMENTS(2019) Криворучко, Оксана Володимирівна; Kryvoruchko, OksanaPaper deals with one of the aspects of conformity assessment – product certification. Certification – third-party compliance with a product, process, system or personnel, that is, producton as means of assuring that it meets certain requirements of the standards and other regulations. General procedure for product certification is described by the conformity assessment body, which consists of several main stages: application review, evaluation, analysis and decision making on certification. Block diagrams of the stages of the certification of products are given. After receiving the certification application, the CAB registers it and conducts the examination. During the CAB analysis, it should be ensured that: the customer and product information is sufficient for the certification process; any known differences in understanding between the CAB and the client are eliminated; the stated scope of certification is defined; the means available to carry out all the evaluation activities; CAB has the competence and ability to perform certification activities. In case of sufficient competence, certification access bodies make the decision to carry out the certification, otherwise – rejects the application for certification with the reasons given and communicates such decisions to the client. The next step after the certification decision is taken is the assessment process. After the certification agreement (contract) is concluded, the CAB develops an assessment activity plan. During the planning of the evaluation activity, the selection, approval and approval of qualified personnel (expert group) who has the competence in the area specified in the certification application is selected. Assessment of compliance of certification objects with the requirements of ND is carried out through the implementation of measures: consideration of planning documents and ND in terms of performance and product characteristics; sampling and identification of samples of products (samples) that have been submitted for certification; organization of testing, control, conducting audits of the management system, if it is required by the applicable certification scheme. The next stage of the certification work is to analyze the results of the assessment and to make the certification decision. The analysis is carried out by a person (group of persons) who is not involved in the evaluation process and has the necessary competence. Based on the results of the analysis, recommendations are prepared for the CAB management regarding the decision that should be made on the basis of certification results. After making a positive decision on certification, the CAB issues the documents confirming the fact of certification (certificates of conformity), registers them in the register and issues them to the client. In case of negative conclusion about the results of certification, the CAB approves the decision to refuse to issue the certificate with obligatory statement of discrepancies and reasons of negative results of certification and notifies the client.Item СИНТЕЗ АСИМПТОТИЧНО ОПТИМАЛЬНОГО ДЕТЕКТОРА ШУМОПОДІБНИХ СИГНАЛІВ. SYNTHESIS OF ASYMPTOTICALLY OPTIMIZING NOISE SIGNAL DETECTOR(2019) Євграфов, Дмитро Вікторович; Yevhraphov, Dmytro; Заїчко, Костянтин Вікторович; Zaichko, Kostiantyn; Білогуров, Володимир Андрійович; Bilohurov, Volodymyr; Назарок, Дмитро Станісловович; Nazarok, DmytroThe structure of a special technical tool for detecting noise-like signals, whose intensity varies according to the certain rule, is substantiated. The tool consists of a radio envelope processing device. It is shown, that the main one is a signal processing in the post-detector paths. A joint algorithm for detecting and evaluating a parameter for changing the intensity of a noise signal under a priori uncertainty regarding the radiation power and a parameter for changing the intensity is synthesized. During the synthesis, the uncertainty with respect to the power of the noise signal at the input of the receiver is first overcome, and then with respect to the parameter for changing the noise intensity. The synthesized post-detector algorithm for processing noise-like signals is optimal, when the ratio of the noise signal power to the receiver internal noise power at the output of the linear system tends to infinity. The post-detector detection path consists of a quadratic detector, a centering device, correlation processing channels, a maximum selection device and a threshold device. The maximum amplitude signal at the output of the maximum selection device is compared with the detection threshold. When the threshold is exceeded, an alarm is generated, and an informative parameter for changing the noise intensity is estimated by the number of the correlation channel with the maximum amplitude. The parameters of digital post-detector signal processing are analyzed and a conclusion is made about the possibility of implementing a processing algorithm on microprocessor systems.Item СУЧАСНІ ТЕНДЕНЦІЇ СТВОРЕННЯ ЗАХИСНИХ ОКУЛЯРІВ ДЛЯ ПОЛІЦЕЙСЬКИХ ТА ВІЙСЬКОВОСЛУЖБОВЦІВ. CURRENT TENDENCIES OF CREATING GLASSES FOR POLICE AND MILITARY SERVICES(2019) Неня, Олена Володимирівна; Nenia, Olena; Березненко, Наталія Михайлівна; Bereznenko, Nataliia; Кучинський, Юрій Дмитрович; Kuchynskyi, YuriiResearch article is devoted to the issue of creation of the protection of organ of vision of servicemen, police officers and other employees of the central executive bodies, whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine through the Minister of Internal Affairs, in particular tactical and ballistic glasses and masks. Tactical-technical and qualitative characteristics of modern samples of tactical and ballistic safety glasses and masks, physical-mechanical and technical characteristics of the materials which are used and can be used for the manufacture of lenses of glasses and masks, as well as the structural features of their frames, are analyzed. For this purpose, in particular, a comparative assessment of the main characteristics of such polymer composite materials as: polymethyl methacrylate, polyacrylate, polyethyl methacrylate, copolymer of methyl methacrylate with acrylonitrile, polycarbonate, polydiethylene glycol-bis- (allyl carbonate) was carried out. On the basis of the complex of physical-mechanical and operational characteristics for the manufacture of lenses of protective tactical and ballistic glasses and masks, it is expedient, according to the authors, to use a polycarbonate composition. Attention is drawn to the fact that this polymer composition has high levels of protection against shock loads. At the same time, the refractive index, the reflection and absorption of light, the dispersion, the scattering of light in the polycarbonate composition will provide the required level of visibility, which is an important indicator of the operation of the finished product. In turn, it is advisable to use a thermal rubber or opaque polycarbonate composition to make the frames of these protective means. It is concluded that the key criteria, by which the functional qualities of these protective devices can be evaluated, are the material, from which the lenses and eyeglass frames and their manufacturing technologies are made, resistance to shock loads; structural and ergonomic features, ability to offset the effect of laser radiation in the required wavelength range; availability of a sufficient set of lenses for various purposes, in particular for use in terrain with different light levels; DX coating for protection against fogging, scratches, static electricity and chemical attack, high ergonomic performance and more.Item ІНФОРМАЦІЙНЕ ПРОТИБОРСТВО В ГЕОПОЛІТИЧНОМУ ПРОСТОРІ. INFORMATION STRUGGLE IN GEOPOLITICAL SPACE(2019) Хорошко, Володимир Олексійович; Khoroshko, Volodymyr; Іванченко, Ігор Сергійович; Ivanchenko, IhorGeopolitics has always been associated with the security of the state, since geopolitical processes have arisen with the security of the state, because geopolitical processes have arisen and will arise about the counteraction between geopolitical entities for influencing this or that space. The result of this rivalry is the fact that some subjects gain an advantage and others lose it, which affects their security status. The purpose of the work is the consideration of the problem of information confrontation in the geopolitical space. The conditions and content of geopolitical competition in the information society are established and the threats of information and psychological confrontation in the geopolitical space are formulated. The information and psychological sphere and processes of social relations forming for geopolitical subjects are outlined. The position of geopolitics is investigated and the main qualitative changes that reflect the new conditions and content of geopolitical competition in the information society are identified. Major threats, that arise, are also identified, either as a result of information confrontation with the enemy state, or as a result of information war with it, namely the development by the state aggressor of the national information space, obstruction of the opponent protection of interests in geopolitical space, integration of the opponent. In general, according to the purposes of the confrontation, the objects and subjects of the threats of information confrontation are identified. The subjects of information warfare can be: states, their unions and coalitions; international organizations; non-state, illegal (including illegal international) armed formations and organizations of terrorist, extremist, radical religious orientation; transnational corporations; media conferences and media; virtual social communities; virtual coalitions. Thus, activities in the field of information and psychological confrontation and information influence are defined and considerable opportunities for their use in the present time are given.
