| dc.description.abstract | Проаналізовано правові засади встановлення безвізового режиму між Україною та Європейським Союзом. Встановлено, що за два роки функціонування безвізового режиму понад 2,5 млн. громадян України скористалися спрощеним порядком поїздок до Європи. Зроблено акцент на тому, що формування зовнішньополітичного курсу України має не суперечити базовим національним інтересам та геополітичним пріоритетам, відповідати стратегічному курсу розвитку країни як незалежної, орієнтуватися на збереження соціально-культурної ідентичності, забезпечення економічної стабільності та політичного суверенітету держави. Вказано на важливість дотримання правових засад у процесі співробітництва України та Європейського Союзу. Розглянуто перспективи євроінтеграції та євроатлантичної інтеграції України. Наголошено, що ефективний правовий механізм взаємодії Євросоюзу та України передбачає наявність парадигми правових засобів і заходів для забезпечення інтеграційних процесів. Така система має включати визначення оптимальних умов, форм, видів та рівнів гармонізації, уніфікації і відповідних засобів їх здійснення, а також сфер і меж їх застосування; виявлення здійснення цих процедур. Певні непорозуміння викликає і неусталеність термінологічного апарату, яким має послуговуватися даний процес, тож виникає потреба у чіткому визначенні дефініцій, прозорості їх змісту та доступності розуміння не лише фахівцями із даного питання, а й широкою спільнотою, оскільки це питання є актуальним для різних верств громадян України в очікуванні якісної трансформації суспільного життя. The legal basis for establishing a visa-free regime between Ukraine and the European Union is analysed. It has been established that in the two years of visa-free travel more than 2.5 million Ukrainian citizens have used simplified travel arrangements to Europe. It is emphasized that the formation of the foreign policy of Ukraine should not contradict the basic national interests and geopolitical priorities, follow the strategic course of the country's development as an independent one, focus on preserving socio-cultural identity, ensuring economic stability and political sovereignty of the state. The importance of adhering to the legal principles in the process of cooperation between Ukraine and the European Union is emphasized. Prospects of European integration and Euro-Atlantic integration of Ukraine are considered. It is emphasized that an effective legal mechanism of interaction between the European Union and Ukraine provides for the existence of a paradigm of legal means and measures to ensure integration processes. Such a system should include the definition of optimal conditions, forms, types and levels of harmonization, unification and appropriate means of their implementation, as well as the scope and scope of their application; detecting the implementation of these procedures. Some misunderstandings are caused by the instability of the terminology apparatus that should be used in this process, so there is a need for clear definitions, transparency of their content and accessibility of understanding not only by specialists in this field, but also by the general community, since this issue is relevant to Ukraine. in the expected qualitative transformation of social life. | uk_UA |
