Abstract

Дисертацію присвячено дослідженню актуальних питань використання спеціальних знань під час розслідування крадіжок природного газу шляхом втручання в роботу приладів обліку. Розкрито поняття і зміст спеціальних знань у сфері постачання та обліку природного газу, їх значення та можливості використання у процесі розслідування крадіжок шляхом втручання в роботу приладів обліку, зокрема щодо встановлення предмета злочинного посягання, способів учинення злочину, слідової картини, особи правопорушника та інших обставин кримінального правопорушення. Охарактеризовано специфіку окремих форм використання спеціальних знань, визначених як найбільш ефективні для виконання завдань розслідування, а саме: консультативна допомога спеціаліста; криміналістичне значення відомчої експертизи лічильників газу; діяльність спеціаліста під час проведення огляду лічильників природного газу. Розкрито особливості проведення трасологічної експертизи приладів обліку газу, зокрема, її засади, завдання, об’єкти, методику. Визначено перелік запитань для вирішення ідентифікаційних і діагностичних завдань трасологічної експертизи. The dissertation is devoted to the research of topical issues of using special knowledge during the investigation of natural gas thefts, made by interfering with operation of metering devices. The concept and content of special knowledge in the field of supply and accounting of natural gas, its significance and possibility of usage in the investigation of theft by interfering with the operation of metering devices, in particular to establish the subject of criminal encroachment, methods of committing a crime, traceability, the identity of the offender and other circumstances of the criminal offense are analyzed. The specifics of certain forms of use of special knowledge, defined as the most effective for the tasks of the investigation, are described, namely: expert assistance; forensic significance of gas meters departmental examination; activity of a specialist during the inspection of natural gas meters. The peculiarities of conducting trasological examination of gas metering devices, in particular, its principles, tasks, objects and methods are revealed. The list of questions for the decision of identification and diagnostic tasks of trasological examination is defined.
