Abstract
У статті виокремлено і розкрито зміст трьох основних форм адміністративно-правової взаємодії суб’єктів військового управління України з НАТО, які сформувалися у процесі практичної реалізації положень Хартії про особливе партнерство між Україною та Організацією Північно-Атлантичного договору від 09.08.1997 р. Зокрема, це: консультації України з НАТО, інституційне співробітництво, військове співробітництво. Особливу увагу акцентовано на забезпеченні переходу Збройних Сил України на стандарти НАТО («STANAG» Standardization Agreement). Фактично, «STANAG» є міжнародною угодою, положення якої регулюють загальні правила, визначають спільний порядок дій, закріплюють єдину термінологію і встановлюють умови уніфікації технічних процесів, а також озброєння і військової техніки, іншої матеріальної частини озброєних сил НАТО і держав, з якими НАТО налагоджує партнерські відносини. Впровадження «STANAG» у практику функціонування Збройних Сил України вимагає комплексного перегляду всієї інфраструктури вітчизняного ВПК та функціонування системи Збройних Сил України. The article outlines and defines three main forms of administrative and legal interaction of Ukraine’s military administration subjects with NATO which were formed during the practical realization of the provisions of the Charter on a Distinctive Partnership between the North Atlantic Treaty Organization and Ukraine of 09.08.1997. In particular, they are: Ukraine's consultations with NATO, institutional cooperation, military cooperation. Particular attention is paid to ensuring the transition of the Armed Forces of Ukraine to the NATO standards («STANAG» - Standardization Agreement). Actually, «STANAG» is an international agreement, whose provisions regulate general rules, determine a common procedure, elicit unified terminology and encourage the unification of technical processes, as well as armaments and military equipment, other components of the armed forces of NATO and the states, which NATO is developing partnership relations with. The implementation of «STANAG» into the practice of the Armed Forces of Ukraine functioning requires a complex review of the entire infrastructure of the national military-industrial complex and the functioning of the system of the Armed Forces of Ukraine.
