Abstract
Стаття містить аналіз сутності об’єкта адміністративної відповідальності за несвоєчасне подання без поважних причин декларації особи, уповноваженої на виконання функцій держави або місцевого самоврядування. Автор обґрунтовує, що посадові особи органів державної влади та місцевого самоврядування у своїй діяльності зобов’язані неухильно дотримуватися положень Конституції і законів України, зокрема тих, якими визначено їхній обов’язок оприлюднювати інформацію про своє майно, доходи та витрати, зобов’язання фінансового характеру. Порушення вказаних приписів спричиняє шкоду відносинам наро- довладдя, оскільки оприлюднення вказаних декларацій є одним зі способів людини і громадянина, громадянського суспільства здійснюватися фінансовий контроль за діяльністю посадових осіб органів публічної влади. Водночас шкода спричинюється суспільним відносинам, які виникають у сфері проходження публічної служби та у сфері запобігання корупції. The article contains an analysis of the nature of the object of administrative responsibility for the late submission without good reason of the declaration of a person authorized to perform the functions of the state or local government. The author substantiates that the officials of state authorities and local self-government in their activities are obliged to strictly observe the provisions of the Constitution and laws of Ukraine, including those that determine their obligation to publish information about their property, income and expenses, financial obligations. Violation of these requirements includes harm to relations of democracy, since the publication of these declarations is one of the ways a person and citizen, civil society, to exercise financial control over the activities of officials of public authorities. At the same time, pity is caused by public relations arising in the field of public service and in the field of corruption prevention.
