Abstract
У статті розглянуто реформу місцевого самоврядування, початок якої традиційно визначається вступом у дію Конституції України 1996 року. Вона була основою для появи нового спеціального виду правовідносин, предметом яких стало місцеве самоврядування взагалі і служба в органах місцевого самоврядування зокрема. Для концептуальної зміни характеру правового регулювання питань служби в органах місцевого самоврядування найбільш значущою стала ст. 7 Конституції України. In the article the reform of local self-government is considered. The beginning of this reform is traditionally determined by the entry into force of the 1996 Constitution of Ukraine. It served as the basis for the emergence of a new special type of legal relations, the subject of which was local self-government in general and service in local self-government in particular. For a conceptual change in the nature of the legal regulation of service in local government, the most significant was Art. 7 of the Constitution of Ukraine.
