Abstract
Цифровізація надає широкі можливості для трансформації системи державного управління, зокрема у сфері надання адміністративних послуг. На кожному етапі інтеграції цифрових технологій у сферу людського життя відбуваються зміни, зокрема як у використанні різного роду технологій, так і в організації діяльності органів державної влади, комунікації з громадянами тощо. У цьому контексті, найважливішим завданням права як науки, є розробка моделі правового регулювання цифрових технологій, що дає змогу утримати баланс між збереженням фундаментальних суспільно-правових цінностей і безперешкодним розвитком інноваційних технологій, спрямованих на поліпшення якості життя людей. Крім того, цифровізація та інтеграція інформаційних технологій у сферу державного управління стають новим викликом для розвитку та становлення правової системи на сучасному етапі, що вимагає всебічного теоретичного вивчення й обґрунтування. Digitalization provides ample opportunity for transformation of the public administration system, particularly in the field of administrative services. At every stage of integration of digital technologies into the sphere of human life changes are taking place, particularly both in the use of different technologies and in the organization of activities of public authorities, communication with citizens, etc. In this context, the most important task of law as a science is to develop a model of legal regulation of digital technologies that assure a chance to balance the preservation of fundamental social and legal values and the smooth development of innovative technologies aimed at improving the quality of people’s life. Furthermore, digitalization and integration of information technologies into public administration are a new challenge for the improvement and development of the legal system at the present stage, which requires a comprehensive theoretical study and justification.
