Abstract
Публікація присвячена дослідженню поняття, функцій, повноважень та структури комітетів, тимчасових спеціальних і слідчих комісій, спеціальних тимчасових слідчих комісій Верховної Ради України, а також порядку їх діяльності. Вказано, що для теорії, історії та практики парламентаризму питання щодо конституційно-правового статусу парламентських комітетів і комісій здебільшого залишається другорядним і асоціюється із предметом регулювання парламентських реґламентів і спеціальних законів, а також із вирішенням питань політичного та політико-правового характеру. Автором проаналізовано положення Конституції та законів України, які розкривають особливості правового статусу відповідних парламентських органів (порядок формування, завдання, функції, предметна компетенція, повноваження, структура, порядок діяльності тощо), а також звернуту увагу на особливості їхнього конституційно-правового статусу. The publication is devoted to the study of the concept, functions, powers and structure of committees, temporary special and investigative commissions, special temporary investigative commissions of the Verkhovna Rada of Ukraine, as well as the procedure for their activities. It is stated that for the theory, history and practice of parliamentarism the issue of the constitutional and legal status of parliamentary committees and commissions in most cases remains secondary and is associated with the regulation of parliamentary regulations and special laws, as well as political and political issues. The author analyzes the provisions of the Constitution and laws of Ukraine, which reveal the legal status of the relevant parliamentary bodies (order of formation, tasks, functions, subject competence, powers, structure, procedure, etc.), as well as attention to the peculiarities of their constitutional and legal status.
