Abstract
Головним обов’язком держави є захист життя людини і забезпечення її прав і свобод. Відповідно до положень Конституції України – людина, її здоров’я, честь, гідність, недоторканість визнаються найвищою соціальною цінністю, а право на життя є невід’ємним правом кожної людини. Головна роль у виконанні цих обов’язків здійснюється правоохоронними органами, і у ній беруть участь працівники різних правоохоронних структур. У законодавстві не визначено поняття «працівник правоохоронного органу», що зрештою призводить до неоднозначного тлумачення цього поняття у процесі підготовки юридичних та інших фахівців у системі вищої професійної освіти та у правозастосовній практиці. The main duty of the state is to protect human life and ensure his rights and freedoms. According to the provisions of the Constitution of Ukraine, a person, his health, honor, dignity, and inviolability are recognized as the highest social value, and the right to life is an inalienable right of every person. The main role in the performance of these duties is performed by law enforcement agencies, and employees of various law enforcement agencies participate in it. The legislation does not define the concept of "employee of a law enforcement agency", which ultimately leads to an ambiguous interpretation of this concept in the process of training legal and other specialists in the system of higher professional education and in law enforcement practice.
