Досліджені питання, що стосуються розвитку авіаційного транспорту в Україні. Зроблені акценти на необхідності конструктивного вирішення низки економічних, технічних, екологічних, кадрових питань та проблем з охорони та безпеки. Розглянуто окремі аспекти забезпечення роботи галузі авіаційного транспорту та науково обґрунтовані майбутні шляхи її розвитку у післявоєнний період. Доведено потребу у високорозвиненій транспортній системі як необхідний фактор забезпечення інтеграції до європейської і світової економіки. The topicality of the topic is proven, which is due to many factors that directly affect the development of the aviation industry, in particular, air transport of Ukraine. The significance of air transport for ensuring the sustainable development of the country's economy is substantiated. Issues related to the development of air transport in Ukraine were studied. Emphasis was placed on the need for a constructive solution to a number of economic, technical, environmental, personnel issues and security and safety issues. In order to solve a number of problems of the aviation industry, examples of the implementation of technical problems, which are quite simple in theory, but extremely important and difficult when implementing them into the practice of enterprises, are considered and substantiated. After all, they need regular updating of equipment, because as a result of the development of scientific and technical progress, more advanced but expensive technologies are constantly appearing, which are not available to all aviation enterprises and require compensation of costs from the state. Among the many economic problems that take place in the activities of aviation industry enterprises, the special importance of large taxes has been determined. Conclusions were made about the need for an optimal combination of state regulation and a healthy competitive market. Some aspects of ensuring the operation of the air transport industry and scientifically based future ways of its development in the post-war period are considered. The main aspects of ensuring the work of the aviation industry of Ukraine in the post-war period are scientifically based, which is based on a systemic approach, the implementation of which will make it possible to adapt to changes caused by the influence of the external environment. Наведено підходи вчених-економістів до поняття «контролінг», головних конкурентів міжнародної компанії за обсягом виробництва та інновації в діяльності міжнародних фірм-конкурентів та види контролінгу. Подано запропоновану авторами оптимізаційну структурно-логічну схему системи фінансового контролінгу витрат на прикладі міжнародної компанії. The article summarizes the scientific achievements of domestic and foreign researchers in anti-crisis financial controlling. The approaches of economist scientists to the concept of "controlling" are given. The main european of entrepreneurship structures in terms of production volume are presented. Innovations in the activities of international competitor firms and types of controlling are presented. An optimization structural and logical scheme of the financial cost controlling system is presented on the example of an international company. Today's transformational processes are a driving force in developing innovative activities and strategic planning. Undoubtedly, the European integration of innovative tools of anti-crisis financial controlling into entrepreneurship structures is the development of an individual business but also of the entire economy of the country. There is no single scientific systematic approach taking into account the specifics of the field of the researched subject of production and economic activity and a single conceptual and categorical apparatus regarding anti-crisis financial controlling. Встановлено, що ці рекомендації допоможуть підприємству покращити своє становище на зовнішньому ринку, збільшити обсяг реалізації за кордон, що у майбутньому призведе до збільшення прибутку і результативності діяльності підприємства. Foreign economic activity (FEA) is one of the most important areas of economic activity of enterprises. There are many benefits to exporting or importing efficiently. But we must not forget that the effectiveness of sales both in the domestic market and abroad directly depends on the competitiveness of the product and the company as a whole. Competitiveness is the ability of a product or enterprise to compete with other enterprises in the market through comparative advantage. One of the comparative advantages is the recognizability of the product, brand, company in the market. Exhibitions and fairs are one of the main elements in the system of marketing communications. For domestic producers, participation in these events is a unique opportunity to promote their capabilities in foreign markets. FOREIGN EXPERIENCE IN REGULATING CRIMINAL LIABILITY FOR INTERFERING IN THE ACTIVITIES OF JUDICIAL BODIES AND INSTITUTIONS OF JUSTICE OF UKRAINE(2022) ЗОНТОВА, Дар'я Сергіївна; ZONTOVA, DariaУ статті здійснено дослідження особливостей застосування позитивного досвіду законотворчої діяльності зарубіжних країн з регулювання кримінальної відповідальності за втручання в діяльність судових органів та установ правосуддя України. Проаналізовано різні підходи до нормативно-правової регламентації кримінальної відповідальності за втручання в діяльність судових органів (органів правосуддя). Вказано, що криміналізація діяння у національному законодавстві обумовлена низкою різних чинників, зокрема й особливостями окремих галузей права та правової культури. The paper examines the peculiarities of the application of the positive experience of legislative activity of foreign countries in regulating criminal liability for interference in the activities of judicial bodies and judicial institutions of Ukraine. Various approaches to the legal regulation of criminal liability for interfering in the activities of judicial bodies (judicial authorities) are analyzed. It is stated that the criminalization of the act in the national legislation is due to a number of different factors, including the peculiarities of certain branches of law and legal culture. Тhe description of the signs of a criminal offense in a separate norm of the criminal law is not in itself a sign of its effectiveness. The fact that in the vast majority of foreign countries interference in the work of automated systems of judicial bodies and institutions of justice is carried out within the criminal law protection of the use of computers, systems and computer networks and networks or information security, does not indicate that national law considers criminal offenses against justice to be less socially dangerous.Item СТРАТЕГІЧНО ОРІЄНТОВАНИЙ ЕКОНОМІЧНИЙ ПОТЕНЦІАЛ ПІДПРИЄМСТВА. Визначення засноване на ресурсному та компетентному погляді на стратегічно орієнтований економічний потенціал, який передбачає, що стратегічний розвиток підприємства визначається наявністю та якістю наявних та залучених ресурсів відповідністю цілям стратегічного розвитку підприємства.It is noted that the conditions in which most modern enterprises have to exist are determined by the state of the world economy.Enterprises are negatively affected by the external environment, moreover, the current situation creates additional barriers that prevent the development of their economic activity, and also actualizes the entire complex of management problems. It was determined that the strategically oriented economic potential of the enterprise is the correspondence and sufficiency of the resources and competencies of the enterprise for the development and implementation of the development strategy, which strengthens its competitive position on the market and positively affects the efficiency of functioning in the conditions of a changing external environment. This definition is based on a resourceful and competent view of strategically oriented economic potential, which assumes that the strategic development of an enterprise is determined by the availability and quality of available and engaged resources - material, human, and intangible, and their compliance with the goals of strategic development of the enterprise. In order to form a strategically oriented economic potential sufficient for the development and implementation of a development strategy in changing external conditions, enterprises have to turn to loan resources, where the level of the interest rate represents a cost that affects the economic capabilities of the enterprise, and, therefore, the development strategy, formation and use of economic potential. The study should be carried out systematically, with constant systematic monitoring of the state, the result of which should be the determination of changes in specific factors and directions of their development, taking into account the prediction of threats or opportunities for the enterprise.Item ADOPTION OF INNOVATIVE MANAGEMENT DECISIONS IN CREATING A SMART CLUSTER. ПРИЙНЯТТЯ ІННОВАЦІЙНИХ УПРАВЛІНСЬКИХ РІШЕНЬ У СТВОРЕННІ СМАРТ-КЛАСТЕРУ(2022) BASHYNSKA, Iryna; БАШИНСЬКА, Ірина Олександрівна; EISAI, Salah; ЕЙСАЙ, Салах Абу Ісбайха Алмабрукhen the enterprise can no longer function comfortably due to the scale – quality decreases, stakeholder dissatisfaction increases – there is a blocking point, after which smartization is impractical and can lead to chaos. In this case, it is necessary either 1) to open branches; or 2) to separate types of activities (not the main ones, or to divide the main ones into groups); or 3) initiate and lead the creation of smart clusters. We consider this option to be the most promising based on management analysis, and it is the one that managers should consider. The strategy of "smart specialization" can effectively supplement these recommendations, and they, in turn, will strengthen the effects of "smart specialization" of the smart cluster. In Ukraine, all the necessary conditions for the successful implementation of smart clusters have not yet been met. Коли підприємство більше не може комфортно функціонувати через масштаб (знижується якість, невдоволення зацікавлених сторін зростає), виникає точка блокування, після якої смартизація не тільки недоцільна, але може призвести до хаосу. У цьому випадку необхідно або 1) відкривати філії, водночас також можливі два сценарії: повне повторення діючого підприємства, але в іншому регіоні, країні, або перенесення частини основних бізнес-процесів (виробництва, логістика тощо); або 2) відокремити види діяльності (неосновні, або розділити основні на групи); або 3) ініціювати та керувати створенням смарт-кластерів. Ми вважаємо цей варіант найперспективнішим з точки зору управлінського аналізу, і саме його варто розглянути управлінцям. Стратегія «розумної спеціалізації» може ефективно доповнити ці рекомендації, а вони, зі свого боку, посилять ефекти «розумної спеціалізації» розумного кластера. Розглянуто елементи структури людського капіталу: здібності, розгортання, розвиток, уміння. Проаналізовано існуючі традиційні методики оцінювання людського капіталу на підприємстві. Побудовано модель оцінювання людського капіталу підприємства з урахуванням елементів людського капіталу та віку. Визначено, що саме поєднання кількісної та якісної оцінки дозволяє нівелювати недоліки традиційного оцінювання людського капіталу. The special role of strategic management of human capital in the implementation of the mission of the enterprise is proven. Human capital is the driver of the company's development, the main alpha-stacker of business processes, which creates additional value at the micro-level of the economy. It is the strategic management of capital, first of all, human capital, that allows the enterprise to achieve the strategic mission of the enterprise's functioning. Numerous studies and publications pay attention to the evolution of human capital, its evaluation in the strategic management system of the enterprise. From a conceptual standpoint, human capital does not have sufficient explanatory power, the assumption that the effectiveness of economic and social development largely depends on human capital is almost unanimously accepted in scientific circles. Hence, there are also corresponding concerns of the academic, business and public business community regarding the assessment of human capital and the impact on enterprise development. Запропоновано схему етапів розроблення стратегії стійкого розвитку підприємства, яка містить три етапи. Проаналізовано, що ефективність впливу стратегії на стійкий розвиток підприємства залежить насамперед від двох основних напрямів. Систематизовано ключові завдання стійкого розвитку підприємств, а саме групи цілей: економічні, соціальні, екологічні. Перспективами подальших досліджень у предметній області є розвиток та деталізація заходів на етапах розроблення стратегії стійкого розвитку підприємства, імплементація їх у практичну діяльність підприємств. Strategic management of the sustainable development of the enterprise is a promising direction of research. It is the implementation of the system of strategic management of sustainable development in the practice of enterprises that requires compliance with the following postulates: systematization and research of key factors of sustainable development, research of practical experience of ensuring sustainable development of enterprises. Manufacturers should strive to find new ways to grow and improve the quality of products, works, and services without attracting additional resources due to the introduction of innovations and creative thinking. In general, enterprise sustainability management should ensure a state of balance between internal goals and external challenges, which will create conditions for continuous development. Prospects for further research in the subject area are the development and detailing of measures at the stages of developing a strategy for the sustainable development of an enterprise, their implementation in the practical activities of enterprises.Item
