Досліджено зміст поняття «фінансові ресурси закладів охорони здоров’я» та розглянуто нормативно-правову базу. Проаналізовано систему фінансування закладів охорони здоров`я України. Зроблено висновок, що особливо актуальним стає пошук додаткових джерел фінансування даної сфери. Висновки мають практичне значення і можуть бути реалізовані у діяльності органів державного управління з метою вдосконалення використання фінанансування закладів охорони здоров’я. The paper examines the theoretical principles of managing the financial support of health care institutions, in particular, the economic essence and sources of their formation. The content of the concept of "financial resources of health care institutions" was studied and the legal framework was considered, which is mainly formed in accordance with the principles and priorities of the state health care policy defined by the Constitution of Ukraine, the Basics of legislation on health care and others adopted in accordance with them by acts of legislation regulating public relations in the field of health care. The financing system of health care institutions of Ukraine was analyzed. It was concluded that in the modern conditions of the development of the medical industry of Ukraine, the search for additional sources of health care financing is especially relevant. The necessity to improve the process of financing domestic healthcare system is substantiated. Condition of funding of healthcare facilities in Ukraine in recent years of medical reform was analyzed. It is determined that financing of healthcare system is one of the main priorities of the budget today, and the budgetary expenditures for “Health Care” in 2021 grew compared to 2020 due to changes in the mechanism of medical services provision. Important areas are ensuring the provision of highquality medical services for all citizens, increase in the salaries of doctors. Condition of implementation of the budgetary program of state guarantees of health care in 2021 was analyzed. Ways to improve the financing of the health care sector are proposed. Conclusions and proposals are of practical importance and can be implemented in the activities of state administration bodies in order to improve the formation and use of financial resources of health care institutions. It is determined that the process of financing of healthcare institution provided for the itemized distribution of budget funds for the maintenance of medical infrastructure, not the expenditures related to maintaining of health of every citizen and improving quality of life, the funds were used inefficiently and not for their intended purpose.Item ЗАКОНОДАВЧІ ЗМІНИ У ЗДІЙСНЕННІ ФІНАНСОВОГО КОНТРОЛЮ ОРГАНАМИ ДЕРЖАВИ ПІД ЧАС ВІЙНИ. LEGISLATIVE CHANGES IN CONDUCT OF FINANCIAL CONTROL BY STATE AUTHORITIES DURING THE WAR(2022) ЛЕОНТЬЄВА, Ліна Віталаіївна; LEONTIEVA, LinaУ статті надано правову характеристику фінансового контролю (з огляду на діяльність державних органів) як одного із засобів та методів контролюючого впливу держави на діяльність державного сектору відносно суб’єктів, які задіяно в різних секторах економіки. Розглянуто проблемні правові питання, що виникли під час введення воєнного стану в Україні стосовно здійснення контролю над суб’єктами господарювання. Розглянуто найбільш дієві засоби, міри та законодавчі акти, які прийнято після 24 лютого 2022 р. Воєнний стан дав змогу зрозуміти, що особливої актуальності набувають питання стосовно підвищення діяльності самих контролюючих органів, а саме прозорості, підзвітності та ефективності їх діяльності. Розглянуто сумісну діяльність центральних органів державної влади, органів місцевого самоврядування, контролюючих органів та суб’єктів господарювання державної і комунальної форми власності. The paper provides a legal description of financial control (with regard to the activities of state bodies) as one of the means and methods of the state's controlling influence on the activities of the public sector in relation to subjects involved in various sectors of the economy. The problematic legal issues that arose during the introduction of martial law in Ukraine regarding the exercise of control over business entities are considered. The most effective means, measures and legislative acts adopted after February 24, 2022 are considered. The following conclusions were made in the paper: financial control is an important factor in increasing the efficiency of economic activity of economic entities (of various branches). And it has been proven that precisely during the war, such control plays a major role in state regulation of the economy. When delimiting the powers of control bodies, one should not forget about their interaction with each other. It is their coordinated work, the introduction of changes in legislation during wartime that can contribute to bringing Ukraine's economy to a much higher level. Визначено обсяги таких потреб, розкрито можливості ринку нерухомості, що зазнав впливу криз 2008-2022 рр. На тлі падіння ринку нерухомості запропоновано впровадження адаптованого механізму фінансування відтворення будівель та споруд, що враховуючи новітні фінансові технології та традиційні можливості уможливить збалансувати часові розриви та створить ефект залучення додаткового фінансування у передінвестиційну стадію для будівельних компаній України. The need for extensive reconstruction of buildings and structures will become one of the most important social problems after the war. Existing traditional financing mechanisms will not be able to solve it in the near future. Therefore, the issue of financing the reproduction of buildings and structures on the territory of Ukraine needs an immediate solution, taking into account all possibilities and modern trends in the development of the financial and public sectors. Therefore, there is a need to create an adapted financing mechanism for the reproduction of buildings and structures, which will allow balancing time gaps. It will create an opportunity to attract additional financing at the beginning of investments by construction companies of Ukraine. The following recommendations can be made to improve the efficiency of the repair policy: the introduction of population fees for capital repairs, budget financing of targeted programs for housing repair, sponsorship, use of crowdfunding and international and national fundraising platforms, joint investment institutes, credit unions, etc. The proposed approaches will make it possible to reproduce buildings and structures, and eliminate the acute social need of the population.Item ПРОБЛЕМИ МІЖНАРОДНИХ ЗАЛІЗНИЧНИХ ПЕРЕВЕЗЕНЬ В УМОВАХ ВОЄННОГО СТАНУ. Наведено статистичні дані з використання залізничного транспорту в міжнародних перевезеннях вантажів; розглянуто основні проблеми міжнародних перевезень залізничним транспортом в Україні. Запропоновано рекомендації з можливих шляхів вирішення проблем в контексті розвитку експортно-імпортного потенціалу країни. Since the beginning of the full-scale war against Ukraine due to the blocking of sea ports, massive destruction of the transport infrastructure, railway transport has become the key mode of transport, which carries out most of the export-import supplies. The importance of finding potential ways to develop the country's export-import potential determines the relevance of the study. In order to overcome the problems of international transportation by rail, it is necessary: to increase the capacity of railway checkpoints on the western borders of Ukraine, to optimize the technical and organizational compatibility of the railway systems, to improve the capacity of Ukrzaliznytsia, to promptly carry out repair works of railway infrastructure and to strengthen the capacity of the receiving parties to transport cargo with a European-style railway system.Item ОГЛЯД БАНКІВСЬКОГО СЕКТОРУ УКРАЇНИ В УМОВАХ ВОЄННОГО СТАНУ. Визначено зміни, що відбулися у структурі банківського сектора та банківській інфраструктурі під час воєнного стану. Досліджено ключові тенденції банківського ринку в період війни. Зосереджено увагу на питаннях управління кредитними ризиками банків в умовах стресу і невизначеності, спричинених війною та їх здатності нормалізувати свої фінансові показники в осяжній перспективі та провести стабілізаційні заходи. Визначено ключові принципи та інструменти фінансової підтримки банків регулятором. Тобто, окреслено основні елементи політики регуляторних послаблень НБУ стосовно діяльності вітчизняних банків в умовах воєнного часу. Russia's full-scale attack on Ukraine provoked an increase in internal and external risks, both for the country's economy as a whole and for the financial sector in particular. This has become a key challenge for our state, because it is the stable operation of the financial system that provides the necessary resources for victory. An important component of the financial sector is the domestic banking system, which with the beginning of hostilities on the territory of Ukraine has experienced significant shocks and functions in a regime of stress and uncertainty. At the same time, banks continue their activities, trying to fulfill all their obligations and comply with the norms established by the NBU. However, it is obvious that certain transformations are taking place in the banking sector. PECULIARITIES OF IMPORTING VEHICLES FROM THE USA(2022) ГАНАС, Любов Миколаївна; HANAS, Liubov; ТОДОЩУК, Андрій Васильович; TODOSHCHUK, Andrii; ХОМІК, Ольга Вікторівна; KHOMIK, OlhaУ статті проаналізовано особливості імпорту транспортних засобів із США, подана характеристика найбільших аукціонів, які представляють вживані пошкоджені та нові транспортні засоби, описано способи участі в аукціонах, наведено структуру імпорту транспортних засобів за 2021 р. визначено перспективи імпорту автомобілів. Також наведено деталізовану модель імпорту транспортних засобів із США, яка передбачає покроковий опис здійснення імпорту від моменту пошуку на аукціоні до моменту митного очищення в Україні з врахуванням специфіки навантаження, доставки в порт відправлення, вибору логістичного методу морського транспортування, способу страхування, внесення змін у ланцюг постачання шляхом побудови нових маршрутів через країни ЄС та митного очищення. In recent years, there is a tendency of growth in imports of vehicles. This situation is due to the formation of demand in the domestic market. Domestic enterprises are unable to meet this demand. The structure of imports is dominated by imports from EU countries (67.61%), but other markets such as the USA and countries of America (27.72%), North Korea (2.29%) and other countries are gaining new momentum. Imports of vehicles from the USA, Canada, Georgia and North Korea have now undergone certain logistical changes, because a large number of seaports are under occupation. This situation has caused a change in the route through the ports of the EU countries. Nevertheless, the prospects for expanding imports of vehicles from the USA are significant, because this market is represented by newer models, a wide range and nomenclature, cheaper segment, the availability of purchase due to the presence of a number of online auctions. The use of this model by a number of companies starting to import vehicles from the USA or planning to import, as well as having problems at certain stages of the import process, will allow to take into account all the nuances of this process and avoid mistakes. Ідентифікування цього рівня важливе для адекватності ухвалення рішень з рекламування продукції підприємства, встановлення ціни на неї, застосування методів захисту інформації, пов’язаної з технологією виробництва продукції тощо. Результати засвідчили, що високотехнологічна продукція може бути інноваційною з позиції її призначення, функціональності, якості, ціни та матеріалів, що використовуються для її виробництва у процесі операційної діяльності суб’єктів господарювання. In the process of high-tech products commercialization, in particular, as the level of diffusion of such products increases, it is inevitable to reduce the level of innovation. Identification of this level is important for the adequacy of decision- making on the promotion of products, setting prices, application of methods for protecting information related to the production technology, etc. As a result, a method of determining the innovativeness of high-tech products has been developed, which consists in establishing the signs of innovativeness taking into account the peculiarities of their objective reflection at various stages of commercialization. Using this method, enterprise managers receive a tool for tracking changes in the level of innovation of the company's high-tech products, which is important for justifying the need to make managerial decisions about investing in improving or modifying products or curtailing its production project.Item
