Однак у наукових дослідженнях недостатньо висвітленозміст груп професійноважливих умінь, які необхідні поліцейським відділів (групи) превентивної комунікації. Методологія:у досліджені використано загальнонаукові методи, авторську анкету, математичні методи. Мета дослідження–розробити Картку професійно важливих умінь поліцейських відділень (груп) превентивної комунікації. Для її досягнення було поставлено такі завдання: 1)встановити перелік професійно важливих умінь, яких бракує поліцейським відділень (груп) превентивної комунікації; 2)обґрунтувати й розробити Картку професійно важливих умінь поліцейських відділень (груп) превентивної комунікації, які необхідні для ефективності здійснення переговорної діяльності. Наукова новизнастатті полягає в тому, що авторуперше розробив Картку груп професійно важливих умінь, які мають бути притаманні поліцейським відділень (груп) превентивної комунікації. Scientific sources describe many professionally important skills of the negotiator. However, research does not fully disclose the content of groups of professionally important skills that are needed for police divisions (groups) of preventive communication. Methodology–general scientific methods, author’s questionnaire, mathematical methods were used during the research. The purposeof the research is to develop a Card of professionally important skills for police divisions (groups) of preventive communication. To achieve this moment, the following tasks were solved: 1) to establish a list of professionally important skills that police officers (groups) of preventive communication lack; 2) substantiate and develop a Card of professionally important skills of police divisions (groups) of preventive communication, which is necessary for the effective implementation of negotiation activities. The scientific noveltyof the article is that the author for the first time developed a Card of groups of professionally important skills that should be inherent in the police divisions (groups) of preventive communication.Item Роль і місце методу верифікації під час слідчого експерименту.Role and Place of the Verification Method during the Investigative Experiment(2020) Проценко, О. О.; Protsenko, O.Науковастаття присвячена висвітленню актуальних питань, що виникають упрактичних слідчих підрозділах Національної поліції України під час верифікації даних про подію кримінального правопорушення в процесі проведення слідчого експерименту на стадії досудового розслідування. У слідчій практиці прийоми верифікації не застосовують у повному обсязі, що призводить до недоцільної лінії поведінки слідчого під час збирання, дослідження та використання доказової інформації в процесі проведення слідчого експерименту. Метою дослідження є отримання наукових висновків щодо верифікаціїданих про подію злочину під час проведення слідчого експерименту на стадії досудового розслідування, а також надання обґрунтованих пропозицій з удосконалення тактичних прийомів верифікації під час слідчого експерименту та практики їх застосування. Методологічною основою дослідження є діалектико-матеріалістичний метод, що сприяв розумінню об’єкта дослідження в контексті поєднання потреб науки і практики; методи формальної логіки дало змогу детальніше усвідомити тактичні прийоми верифікації під час слідчого експерименту; порівняльно-правовий метод використанопід час аналізу норм матеріального й процесуального права, наукових категорій, визначень і підходів; історико-правовий метод –для висвітленнязмісту основних понять: «слідчий експеримент», «тактика слідчих (розшукових) дій», «верифікація» на підставі наукових поглядів і положень чинного законодавства; системно-структурний метод –для окресленняпроблемних питань під час верифікації даних про подію злочину в процесіексперименту; метод системного аналізу –для комплексного узагальнення особливостей тактики слідчих (розшукових) дій. The scientific article is devoted to the coverage of topical issues that arise in the practical investigative units of the National Police of Ukraine, during the verification of data on the occurrence of a criminal offense during an investigative experiment at the stage of pre-trial investigation. In investigative practice, the methods of verification are not applied in full, which leads to an inappropriate line of conduct of the investigator in the process of collecting, investigating and using evidence during the investigative experiment. The purposeof the study is to obtain scientific conclusions on the verification of data on the crime during the investigative experiment at the stage of pre-trial investigation, as well as to provide reasonable suggestions for improving the tactics of verification during the investigative experiment and their practice application. Themethodological basis of the research is the dialectical-materialist method –it helped to understand the object of research in the context of combining the needs of science and practice, the methods of formal logic –allowed to understand in more detail the tactics of verification during the investigative experiment; comparative legal method –during the analysis of substantive and procedural law, scientific categories, definitions and approaches; historical and legal method –to reveal the content of basic concepts: «investigative experiment», «tactics of investigative (search) actions», «verification» on the basis of scientific views and provisions of current legislation; system-structural method –for the disclosure of problematic issues during the verification of data on the crime during the investigative experiment; method of system analysis –for a comprehensive generalization of the tactics of investigative (search) actions.Item Тактика допиту малолітніх потерпілих від злочинів проти статевої свободи та статевої недоторканості. Tactics of Interviewing Minors who are Victims of Crimes against Sexual Freedom andIntegrity(2020) Нікітіна-Дудікова, Г. Ю.; Nikitina-Dudikova, H.Метою статті є висвітлення тактики допиту малолітніх потерпілих від злочинів проти статевої свободи та статевої недоторканості. Для досягнення цієї мети було передбачено розв’язання таких завдань:сформувати основні засади допиту малолітніх потерпілих від злочинів проти статевої свободи та статевої недоторканості; висвітлитиособливості застосування тактичних прийомів залежно від слідчої ситуації допиту малолітніх потерпілих. Методологія. Методологічний інструментарій обрано з урахуванням поставленої мети, специфіки об’єкта й предмета дослідження. Визначальним є загальний діалектичний метод наукового пізнання. З-поміж спеціальних методів дослідження використано такі: порівняльно-правовий–під час аналізу міжнародного та національного законодавства, наукових категорій; системно-структурний –для формулювання завдань, які можна реалізуватипід час проведення допиту малолітніх потерпілих від злочинів проти статевої свободи йстатевої недоторканості.The purposeof article is to present the tactics of interviewing minors who are victims of crimes against sexual freedom and integrity. The abovementioned aim is achieved by performing the following tasks: formulate the basic framework of interviewing minors who are victims of crimes against sexual freedom and integrity; reveal the peculiarities of tactical approaches application along with its combinations depending on the investigative situation (interviewing the underage victims). Меthodological tools are selected with due attention to the aim, object specificity and research subject. Dialectic method is chosen to be the primary one; certain special methods are used: comparative –analysis of international and domestic legislation, scientific categories; systemic-structural –to formulate tasks for the procedure of interviewing minors who are victims of crimes against sexual freedom and integrity. Scientific noveltyof this paper stipulates separation of international standards regarding the minors’ interviewing formulated on the basis ofprovisions contained in UN Convention for the Protection of Human Rights and Fundamental Freedoms(1950), Convention on the Rights of the Child(1989), European Convention on the Exercise of Children’s Rights(1996), Guidelineson Justice in Matters involving Child Victims and Witnesses of Crime(2005), Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (2007), Guidelines of the Committee of Ministers of the Council of Europe on child-friendly justice(2010) etc. These and many other important international documents establish regulatory framework, providing certain guidelines for the law enforcement in the area of delivering justice with involvement of minors. Structural Components of Investigator’s Readiness for Professional Activity(2020) Пасько, О. М.; Pasko, O.Метою статті є узагальнення наукового стану розробленнята уніфікація єдиної структури компонентів готовності працівників органів досудового розслідування до професійної діяльності. Це надастьможливістьвизначити певні критерії вимог, яким повинен відповідати сучасний висококваліфікований та компетентний слідчий. Методологія. Для виконанняпоставлених завдань, з метою вивчення різних поглядів, уточнення змісту окремих понять, сутності компонентів готовності слідчого до професійної діяльності використано теоретичні методи дослідження: аналіз, порівняння, узагальнення науково-теоретичних і дослідних даних, систематизацію тощо. Наукова новизна полягає втому, що: удосконалено структурні елементи,які є компонентами готовності слідчого до професійної діяльності, з урахуванням функціональних обов’язків працівників органів досудового розслідування; уперше запропоновано визначати мотиваційний компонент не як окремий елемент, а як пусковий механізм дляінших взаємопов’язаних компонентів (емоційного, когнітивного та діяльнісного); подальшого розвитку набула необхідність у процесі професійного відбору кадрів до Національної поліції України враховувати компоненти як обов’язкову складову, якій повинен відповідати слідчий.Thepurposeof the article is to generalize the scientific state of development and unification of the unified structure of the components of readiness of employees of pre-trial investigation bodies for professional activity. This will allow to determine certain criteria of requirements that must be met by a modern highly qualified and competent investigator. Methodology. Theoretical interrelated research methods were used to solve the set tasks: analysis, comparison, generalization of scientific-theoretical and research data, systematization, etc. in order to compare different points of view, clarify the content of individual concepts, the essence of the components of the investigator’s readiness for professional activity. The scientific noveltyof the obtained results is the following: the structural elements that make up the components of the investigator’s readiness for professional activity have been improved, taking into account the functional responsibilities of the employees of the pre-trial investigation bodies, for the first time, it is proposed to define the motivational component not as a separate element, but as a trigger for other interconnected components (emotional, cognitive and activity), during the personnel selection for the National Police of Ukraine it has been further developed the need to take into account the components as a necessary factor of determining the high level of professional competence of the investigator.Item Застосування тренінгових технологій у професійній підготовці слідчих (на прикладі тренінгу «Психологія допиту»).Application of Training Technologies Within Investigators’ Professional Training (on the Example of the «Interrogation Psychology» Training)(2020) Мілорадова, Н. Е.; Miloradova, N.Наукову статтю присвячено питанням удосконалення процесу підготовки та перепідготовки слідчих органів досудового розслідування Національної поліції України шляхом використання психологічних тренінгових технологій, асаме професійно-психологічних тренінгів. Зазначено, що посилення ролі комунікативної, творчої та креативної складової в діяльності поліції потребує ефективнішого опрацювання отриманих знань і зміцнення практичної складової підготовки слідчих у межах закладів вищої освіти із специфічними умовами навчання. Метоюстатті євизначення ролі тренінгових технологій для розвитку умінь слідчих органів досудового розслідування Національної поліції Українивикористовувати психологічні знання в практичній діяльності на прикладі тренінгу «Психологія допиту».Методологія.Здійснено теоретичний аналіз наукових підходів українських й іноземних дослідників щодо визначення ролі тренінгових технологій у підготовці фахівця. Наукова новизнастатті полягає в тому що в ній розглянуто структурні, змістовні, динамічні, організаційні та методичні алгоритми проведення авторського тренінгу «Психологія допиту».The scientific article is focused on the issues of improving the process of training and retraining of investigators from pre-trial investigation agencies of the National Police of Ukraine through the use of psychological training technologies, namely professional psychological trainings. It has been noted that the growing role of communicative and creative component in the police activity requires more effective processing of obtained knowledge and the extended practical component of training of investigators within higher educational institutions with specific learning conditions. The purposeof the article is to determine the role of training technologies for the development of skills of pre-trial investigation agencies of the National Police of Ukraine to use psychological knowledge in practice on the example of «Psychology of Interrogation» training. Methodology.The author has accomplished theoretical analysis of the existing scientific approaches of national and foreign researchers to determine the place of training technologies within the training of specialists. On the basis of generalization, systematization of existing developments in the field of application of professionally oriented trainings the author has developed the «Psychology of Interrogation» training. Одним із критеріїв професійно-психологічного добору є така професійно важлива якість поліцейського, як дисциплінованість. Метою дослідження є висвітленняосновнихположень дисциплінованості як інтегральної професійно-психологічної якості поліцейського. Методологія. Унауковому дослідженні використано комплекс загальнологічних (аналізу, синтезу, індукції, дедукції, наукової абстракції, узагальнення, аналогії,моделювання, класифікації) ізагальнотеоретичних (формалізації, аксіоматизації, гіпотетично-дедуктивного) методів. Наукова новизна:уточнено зміст дефініції «дисциплінованість поліцейського», що є інтегральноюпрофесійно-психологічною якістю, яка визначає здатність особи неухильно дотримуватися вимог нормативно-правових актів і підпорядковуватися загальнодержавним й особистісним, соціальним та діяльнісним нормам і правилам поведінки. Обґрунтовано інтегральність дисциплінованості особистості, яка детермінована та взаємообумовлена її світоглядом, установками, мотивацією, волею, вольовими якостями й психологічною готовністю. Доведенонеобхідність експертного оцінювання дисциплінованості поліцейського за + (–) десятибальною шкалою, де позитивна дисциплінованість є корисною, а негативна –може бути корисною для особи, однак не для соціуму й держави. Reforming of the units of the National Police is not possible without high-quality professional and psychological selection of candidates for employment and filling vacancies. One of the most important criteria and quality for professional and psychological selection of a police officer is discipline. Thepurposeof the study is to reveal key points of discipline as an integral professional and psychological quality of the police officer. Methodology.The research uses a set of general methods such as analysis, synthesis, induction, deduction, scientific abstraction, generalization, analogy, modeling, classification. It also applies general theoretical methods, they are formalization, axiomatization and hypothetical-deductive. Scientific novelty.We have clarified the meaning of the definition of «police discipline»as an integral professional and psychological quality, which requires the ability of a person to strictly comply with regulations and to obey national and personal social and legal behavior. The integrality of policeman`s personality discipline is determined and mutually conditioned by its worldview, attitudes, motivation, volitional qualities and psychological readiness, is substantiated. The necessity of expert assessment of police discipline on a + (-) ten-point scale is justified.
