    У процесі дослідження було встановлено, що за умов сучасного розвитку економічних відносин в Україні значна частка підприємств знаходиться в кризовому стані. З’ясовано, що нейтралізація кризових явищ, а також стабілізація всіх видів діяльності суб’єктів господарювання можливі за умов побудови дієвого механізму антикризового управління. На основі систематизації трактувань авторів за даною проблематикою встановлено, що антикризове управління виступає базисом у забезпеченні належного рівня економічної безпеки підприємства.In the course of the research it was established that under the conditions of modern development of economic relations in Ukraine a significant share of enterprises is in a state of crisis. It is established that crisis processes are predictable and expected and it is necessary to be ready for crisis situations. It was found that the neutralization of crisis phenomena, forecasting and prevention of insolvency of economic entities, as well as the stabilization of their financial and economic activities are possible under the conditions of effective anti-crisis management. Based on the systematization of the authors' interpretations on the definition of crisis management and economic security of the enterprise, it was found that crisis management is the basis for ensuring the appropriate level of economic security of the enterprise. The role of anti-crisis management functions is determined and their division into universal and specific, the action of which is aimed at maintaining the economic security of the enterprise in its various aspects. It is proved that the creation of an effective system of crisis management of the enterprise is a fundamental system, through which you can not only determine the location of the crisis, but also its causes. The essence of the main tasks of anti-crisis management of the enterprise is revealed, the implementation of which will help to identify crisis situations at the enterprise and minimize their negative consequences. The characteristic of principles of anti-crisis management of the enterprise is given. The process of anti-crisis management of the enterprise, which ensures its economic security in terms of the financial component, is studied. It is substantiated that the creation of an effective anti-crisis program is a guideline in ensuring the economic security of the enterprise.

    БАГАТОКРИТЕРІАЛЬНА МОДЕЛЬ ПІДВИЩЕННЯ ЕФЕКТИВНОСТІ ІНСТРУМЕНТІВ КОМЕРЦІАЛІЗАЦІЇ ВИСОКОТЕХНОЛОГІЧНОЇ ПРОДУКЦІЇ. MULTICRITERIAL MODEL OF INCREASING THE EFFICIENCY OF HIGH-TECH PRODUCTION COMMERCIALIZATION TOOLS

    У статті запропоновано створену багатокритеріальну модель підвищення ефективності інструментів комерціалізації високотехнологічної продукції, що базується на застосуванні методу експертних оцінок. Розроблено вертикальну класифікацію підвищення ефективності комерціалізації за рівнями діяльності економічних організацій. На базі пропонованої класифікації визначено оптимальні критерії оцінки ефективності інструментів комерціалізації, закладених у механізмі комерціалізації високотехнологічної продукції. Застосування багатокритеріальної моделі підвищення інструментів ефективності на базі методу експертних оцінок є ключовим антикризовим підходом в умовах невизначеності в умовах, коли класичне прогностичне моделювання економічних процесів, що базується лише на кількісних оцінках є недостатньою умовою для точного оцінювання впливу суто критеріїв. Адже комерціалізація високотехнологічного продукту у сучасних умовах системи міжнародного підприємництва також враховує опосередковані аспекти діяльності організацій, такі як екологічний, соціальний, маркетинговий тощо. The paper deals with a multi-criteria model for improving the efficiency of tools for commercialization of high-tech products, based on the application of the expert assessments method. The defined vertical classification of multistage commercialization efficiency calculation of the economic organizations activity is developed on basis of classification of the efficiency estimation optimum criteria of the commercialization tools derived from the high-tech commercialization production mechanism. These evaluation criteria are found functional and are an actual assessment of the economic activity effects, immanent to the nature of the economic organization, namely commercialization, for national economy as a whole and on the economic condition of the studied economic organization in particular. Special attention is paid to the econometric interpretation of the evaluation of effects and criteria for further efficiency improvement, such as determining the optimal system of equations which are substantial to the elaborated model. Despite numerous domestic developments, determining the most optimal criteria for assessing the effectiveness of commercialization of high-tech products remains a promising task. It should be noted that the development of an effective model for improving the effectiveness of tools is derived from certain criteria for evaluating the effectiveness and tools of the commercialization mechanism. Both of these components need further refinement and improvement. The application of a multicriteria model for efficiency tools improvement is based on the expert assessments method, which is key anti-crisis approach in conditions of uncertainty, when classical prediction modeling of economic processes based only on quantitative assessments is insufficient to accurately assess the impact of purely quantitative assessments. All-in-all, the commercialization of a high-tech product in modern times of the system of international entrepreneurship also counts indirect aspects of the economic activities of organizations, such as environmental, social and marketing activities, etc.

    У статті підкреслено роль міжнародного кооперування на сучасному етапі розвитку зовнішньоекономічної діяльності, наголошено на неоднозначності трактування цього економічного явища та різноманітності підходів до класифікації методів міжнародного кооперування, а також обґрунтовано важливість процесу пошуку, вибору та встановлення зв’язків із партнером-кооперантом. Розроблено послідовність налагодження взаємозв’язків з іноземним партнером-кооперантом у контексті використання методу міжнародного кооперування та детально описано кожен з етапів. Запропонований інструмент є універсальним та практично значущим, оскільки може бути адаптованим до умов та особливостей функціонування будь-якого підприємства, передбачає неодноразове його застосування, а також сприяє участі підприємств у міжнародному кооперуванні та зростанню його ефективності. One of the most important stages of the company's participation in international cooperation is undoubtedly the search and selection of a cooperating partner and establishing relationships with him. This plays a key role in achieving the goals and desired results of companies' participation in international cooperation and requires detailed study, systematization and graphical representation. Against the background of globalization and integration processes, the role of international cooperation as one of the effective ways to improve the competitiveness of both individual enterprises and the country's economy as a whole is constantly growing. However, the effectiveness of participation in international cooperation depends not only on the company itself, but also on the chosen cooperating partner. The proposed sequence of establishing relationships with a foreign cooperating partner in the context of the implementation of the method of international cooperation is a practically significant and universal tool that companies can adapt to their own goals and peculiarities and repeatedly apply in the future to choose a cooperating partner.

    РОЛЬ АУДИТОРІВ У ПРОТИДІЇ ШАХРАЙСТВУ Й КОРУПЦІЇ. ROLE OF AUDITORS IN THE FIGHT AGAINST FRAUD AND CORRUPTION

    На основі аналізу вітчизняної практики, вимог законодавства, міжнародних стандартів аудиту й актів міжнародних організацій, у статті розглядається проблема визначення ролі аудиторів у протидії шахрайству й корупції. Відображено, що поширення тіньової економіки й корупції значною мірою сприяє зростанню масштабів шахрайства, що негативно впливає на аудиторську діяльність та не дозволяє належним способом дотримуватися принципів незалежності і професійного скептицизму. Законодавство та інші нормативні акти, які регламентують проведення аудиту, потребують вдосконалення стосовно належного визначення повноважень аудиторів у протидії шахрайству й корупції. Існує необхідність запровадження заходів правового захисту аудиторів у випадках із виявлення ними фактів шахрайства й корупції. Based on the analysis of domestic practice, legal requirements, international standards of audit and acts of international organizations, the paper considers the problem of determining the role of auditors in the fight against the fraud and corruption. It is shown that the spread of the shadow economy and corruption significantly contributes to the growth of fraud, which negatively affects the audit activity and doesn't allow properly to adhere to the principles of independence and professional skepticism. Legislation and other regulations, that regulate the audit, need to be improved in order to properly defining the powers of auditors to fight against fraud and corruption. There is a need to introduce legal measures for auditors in cases where they detect fraud and corruption. The analysis of scientific works shows that Ukrainian scientists insufficiently pay attention to the problems of auditors 'responsibility, especially which concern the issues of auditors' responsibility for detecting fraud and corruption. Basically, such issues are covered in general terms in textbooks and manuals and exclusively in terms of fraud, by commenting on International Standards of Audit without analyzing the practice. The existing jurisprudence of lawsuits, which are related to bringing auditors to justice for improper audits of financial statements, shows the lack of sustainable and scientifically sound approaches in the activity of regulatory authorities. Acts of international organizations and their implementation in practice, taking into account foreign experience, require proper implementation of this issue in the legislation of Ukraine.

    У статті розглянуто тенденції розвитку туристичної галузі у сучасних умовах. Досліджено роль туризму у генеруванні іноземної валюти. Надано актуальний стан туристичної галузі. Сформульовано з новим науковим змістом основні аргументи важливості розвитку туристичної галузі та її внесок у формування іноземної валюти. Надана характеристика основних аспектів збалансованого розвитку туристичної галузі України. Виявлено наслідки впливу коливань курсу долара США та євро на інтенсивність торгівлі туристичними послугами. The tourism industry affects the development of both individual countries and the world economy as a whole. With the expansion of international trade and other forms of international economic relations, raising the level of culture and education, tourism is developing rapidly. Significant impact on the activities of the tourism sector is caused by exchange rate fluctuations. As the tourism industry cannot adjust the exchange rate on its own, it has to adapt to currency fluctuations. Thus, the role of the tourism industry in the formation of foreign currency is significant, so the question of the impact of the tourism industry on the formation of foreign currency is relevant today. Thus, on the basis of the conducted analysis it is possible to define that really, there is an interdependence of development of tourist branch and formation of foreign currency in the country. Particular attention should be paid to further study of exchange rate changes and their impact on the intensity of tourism development. In countries where the local currency is pegged to the US dollar, the depreciation of the dollar will also depreciate the local currency. Changes in exchange rates affect the level of price competition in countries, as well as the growth rate of national income.
