Abstract

Актуальним для України постає питання пошуку ефективних форм взаємозв’язку між владою і суспільством, для чого необхідно розробити ефективний механізм відповідальності та контролю за діяльністю органів місцевої публічної влади. Науковці визначають різні підходи до організації відносин і співвідношення компетенції органів державної влади й органів місцевого самоврядування. Проте для будь-якої моделі організації місцевого управління наявність контролю з боку жителів і держави за діяльністю органів місцевого самоврядування є обов’язковим елементом. У сучасній національній науці конституційного та муніципального права слід здійснити комплексне дослідження підстав, процедури та форм відповідальності органів і посадових осіб місцевої публічної влади в Україні.For Ukraine, the question of finding effective forms of interconnection between the authorities and society is urgent, and therefore the creation of an effective mechanism of responsibility and control over the activities of local public authorities is relevant. Scientists distinguish between different approaches to the organization of relations and the relation between the competence of public authorities and local authorities, but for any model of the organization of local government, the presence of control by residents and the state for the activities of local self-government bodies is an obligatory element. In the modern national science of constitutional and municipal law, a comprehensive study of the grounds, procedures and forms of accountability of bodies and officials of local public authorities in Ukraine is relevant.
