Modern Paradigm of Constitutional Values and their Significance under the Conditions of the Martial State(2022) Камінська, Н.В.; Kaminska, N.Конституційно-правова регламентація ключових правових цінностей, що становлять загальноцивілізаційні ідеали, демократичні стандарти, в Україні, як і в багатьох інших державах, є важливою та необхідною. Попри динаміку розвитку суспільних процесів і державно-правових явищ, вони залишаються стабілізаційним фактором, що дозволяє акумулювати кращі досягнення правового розвитку національного та міжнародного масштабів, стримувати й попереджати значні загрози, розвивати правосвідомість, правову культуру, зокрема конституційну культуру, національну правову ідеологію та ідентичність. Водночас реалії сьогодення засвідчують, що гібридну війну Росії проти України, яка триває впродовж майже десятиліття, системні й грубі порушення прав і свобод людини та громадянина, незаконну окупацію значної частини території нашої держави й інші негативні наслідки зумовили, серед іншого, відмінні конституційні цінності, національні ідеології, способи та методи здійснення влади тощо. В умовах воєнного стану актуалізуються завдання щодо повноаспектного вивчення конституційних цінностей, їх значення, доцільності переоцінки або зміни пріоритетів. Метою статті є доктринальне вивчення природи й сутності, особливостей конституційних цінностей, доведення їх значущості в умовах воєнного стану в Україні. Constitutional and legal regulation of key legal values, which constitute general civilizational ideals, democratic standards, in Ukraine, as in many other states, is important and necessary. Regardless of the dynamics of the development of social processes and state-legal phenomena, they actually remain the stabilizing factor that allows to accumulate the best achievements of legal development of national and international scales, deter and prevent significant threats and risks, develop legal awareness, legal culture, including . constitutional culture, national legal ideology and identity. At the same time, the realities show that Russia's hybrid war against Ukraine, which has been going on for almost a decade, systematic and gross violations of human and citizen rights and freedoms, the illegal occupation of a large part of the territory of our state, and other negative consequences were caused by, among other things, excellent constitutional values, national ideologies, ways and methods of exercising power, etc. Therefore, in the conditions of martial law, there are tasks related to an urgent and comprehensive study of constitutional values, their meaning, the expediency of re-evaluation or changing priorities. The purpose of this article is a doctrinal study of the nature and essence, features of constitutional values, highlighting their significance in today's conditions, primarily in the conditions of martial law in Ukraine.Item Фейки як загроза національній безпеці в умовах гібридної війни. Fakes as a Threat to National Security in the Conditions of a Hybrid War(2022) Вовк, В.М.; Vovk, V.Метою статті є дослідження фейків як інструмента в гібридній війні та загрози національній безпеці. Для досягнення поставленої мети було проаналізовано сутність фейків, їхні види, причини виникнення та поширення, особливості їхньої природи – здатність до самовідтворення та стрімкого поширення. Ця розвідка стала можливою завдяки опрацюванню наукових праць, присвячених цій темі, та аналізу поточної ситуації в інформаційному полі України.The purpose of the article is to investigate fakes as a tool in hybrid warfare and as a threat to national security. In order to achieve the goal, the nature of fakes, their types, reasons for their origin and spread, features of their nature – the ability to self-reproduce and spread rapidly – were analyzed. This intelligence became possible thanks to the completed study of scientific works devoted to this topic and the analysis of the current situation in the information field of Ukraine.
