Автор зазначає, що нормативно-правове регулювання Спеціальних процедур є одним із найбільш розвинених і складних серед механізмів Ради ООН із прав людини та найбільшою мірою сприяє незалежності експертів, які не є представниками держав. The article analyzes the Special Procedures of the UN Human Rights Council, which are special rapporteurs, independent experts and members of the working groups that are appointed by the Council and which carry out on its instructions, a study on thematic issues of the state of human rights in individual states.
