Визначена тенденція до самоорганізації підприємств регіонів на противагу централізованим процесам формування промислових комплексів та в оформленні державної кластерної політики в Україні. Показана необхідність трансформації в наукових дослідженнях від регіональних кластерів підприємств до смарт-спеціалізацій. The development of regions in the context of post-conflict transformation is possible on the basis of establishment of a complex organizational and economic support to the regional management system and the development of effective mechanisms for using natural resources potential and searching opportunities to mobilize resources for the development of industrial clusters. . It has been determined that the distribution of cluster entities in the regions of Ukraine under the current conditions would contribute to the processes of concentration of capital for the introduction of innovation, the crisis recovery, and the transition of the national economy to the new stage of develop-ment. In view of the need for practical application at the development of regional strategies, the concept of smart specialization needs its further development and adaptation, taking into account the specifics of regions, the level of development of natural resources potential and the possibilities of resource mobilization. The process of implementation of the smart specialization strategy in strategic regional planning is in its initial stage and requires further research and scientific support.uk-UAArticle
