Зазначається, що концепція широкого розуміння адміністративного процесу, по-перше, була поширена в працях науковців радянського адміністративного права, які намагалися в умовах відсутності адміністративної юстиції та судового порядку розгляду адміністративних спорів використовувати його у процесі характеристики діяльності органів виконавчої влади, по-друге, має прибічників серед сучасних науковців України.
