Надано авторське визначення щодо визначення терміну «публічні фінанси». Розглянуто основні функції публічних фінансів, до яких було віднесено розподільну, контрольну, регулюючу та стимулюючу функції. Доведено, що публічні фінанси повинні забезпечити постійний та стабільний економічний та соціально-політичний розвиток держави. Їх основне призначення реалізується шляхом створення й використання різноманітних фондів фінансових ресурсів. The article, based on an analysis of scientific views of scientists, the theoretical approaches to the interpretation of such notions as «finance» and «Public Finance». Courtesy of the author’s definition to define the term «public finances». The basic function of public finance, which could include: distribution, control, regulating and stimulating functions. Proved that the public finances should ensure a steady and sustainable economic, social and political development of the state.
