КРАВЧУК М.Ю.2024-04-092024-04-092019https://elar.naiau.kiev.ua/handle/123456789/29996У статті досліджено роль основних інституцій щодо адміністративно-правового забезпечення протидії біотероризму через аналіз організаційно-правових основ їхньої діяльності. До основних інституцій адміністративно-правового забезпечення боротьби з біотероризмом належать: Кабінет Міністрів України, Державна надзвичайна протиепізоотична комісія при Кабінеті Міністрів України, Рада національної безпеки і оборони України, Служба безпеки України, Міністерство охорони здоров’я, Міністерство екології та природних ресурсів України та Державна служба України з надзвичайних ситуацій. Зазначені інституції на різних рівнях здійснюють координаційну, контрольно-наглядову діяльність, оперативно-розшукові заходи, негласні слідчі дії тощо, відповідно до їхньої компетенції, з метою протидії проявам біотероризму. Ключова, фундаментальна роль у питанні протидії біотероризму відводиться Раді національної безпеки і оборони України. Оскільки цей орган, який виконує координаційно-контролюючі функції щодо виконавчої гілки влади, забезпечує виконання вказаних рішень підконтрольними міністерствами та відомствами. In this article, the study of the role of the main institutions regarding the administrative and legal provision of counteracting bioterrorism through an analysis of the organizational and legal basis of their activities. The main institutions of administrative and legal support for combating bioterrorism include: the Cabinet of Ministers of Ukraine, the State Emergency Antiepizootic Commission under the Cabinet of Ministers of Ukraine, the National Security and Defense Council of Ukraine, the Security Service of Ukraine, the Ministry of Health, the Ministry of Environment and Natural Resources of Ukraine and the State Emergency Situations Service of Ukraine. The indicated institutions at different levels carry out coordination, control and oversight activities, operational and investigative measures, secret investigative actions, etc., in accordance with their competence, in order to counteract the manifestations of bioterrorism. Key, fundamental role in the issue of counteraction to bioterrorism is given to the National Security and Defense Council of Ukraine.
