Розглядаючи фінансову сферу, можна зазначити, що однією з його функцій є забезпечення потреб суспільства в тих послугах, що не можуть бути надані підприємствами у звичайному порядку. Для того щоб створити належні умови для виконання цієї функції, був створений фінансовий механізм. За його допомогою здійснюється державне регулювання окремими галузями, зокрема альтернативною енергетикою.
