| dc.description.abstract | Стаття присвячена питанню впровадження в Україні електронного голосування (далі ‒ е-голосування) як альтернативи традиційним формам народовладдя, а саме виборам та референдумам. Визначено сутність, характер електронної демократії (далі ‒ е-демократія). На підставі аналізу чинних нормативно-правових актів, введення нових організаційних форм (сайтів органів влади, запровадження електронної петиції, розробки громадських бюджетів участі), які стосуються зазначеного питання, виокремлено особливості розвитку в Україні. The article is dedicated to an issue of implementation an electronic election (hereinafter ‒ e-democracy) system in Ukraine as an alternative to traditional forms of democracy, namely elections and referendums. The essence and nature of e-democracy are defined. Its particular features in our country’s development by analysing legal-and-regulatory acts, which regulate particular issue are segregated, and researching innovations that were carried in this very field, namely creating authority’s websites, introducing electronic petition, developing public budgets. It is also emphasized that the next step in e-democracy experience improving should be e-democracy itself. The concept of e-democracy is revealed and it’s the most common kinds are presented. The advantages and disadvantages of e-democracy are justified. International experience of e-democracy implementation and its usage are analysed. Its efficiency is compared with traditional elections process. As an example, Estonian evaluation system is offered in Ukraine. | |
