Abstract
У статті наведено огляд стандартних мінімальних правил для ув’язнених, що регулюють надання медичної допомоги їм, а також інших інструментів м’якого права, що регулюють права та норми поводження з ув’язненими. Зокрема, проа- налізовано регулювання цього питання такими регіональними документами, як Міжнародний пакт про громадянські та політичні права 1966 р., Міжнародний пакт про економічні, соціальні та культурні права 1966 р., Європейська конвен- ція прав людини і громадянина, а серед рекомендацій м’якого права найбільш актуальним джерелом, на думку автора, є текст, підготовлений міжнародною неурядовою організацією з реформи кримінальної системи. The article provides an overview of the standard minimum rules for prisoners that regulate their care, as well as other soft law instruments that regulate the rights and standards of treatment of prisoners. In particular, the regulation of this issue is analyzed by such regional documents as the 1966 International Covenant on Civil and Political Rights, the 1966 International Covenant on and Cultural Rights, the European Convention on Human and Civil Rights and others, and among the recommendations of the Law, the most relevant source in the author’s view, is a text prepared by an international non-governmental organization for reform of the criminal system.
