Abstract
В методичних рекомендаціях розглянуто питання взаємодії Національної поліції України та територіальної громади у забезпеченні публічної безпеки та порядку.
Висвітлений зміст діяльності Національної поліції України щодо забезпечення охорони прав і свобод людини у взаємодії з населенням. З’ясовані питання організації взаємодії Національної поліції України з населенням та місцевими громадами, а саме Концепція взаємодії поліції з населенням на засадах партнерства («Communitypolicing») і реформа поліції в Україні та залучення населення до процесу створення безпечного середовища. Наведені напрями вдосконалення взаємодії Національної поліції України з населенням та місцевими громадами, а саме: зарубіжний досвід взаємодії поліції з громадськістю, організаційно-правові заходи щодо зміцнення партнерських зв’язків поліції з населенням, формування інституту консультативних груп громадян та їх вплив на ефективність діяльності поліції та шляхи та засоби підвищення готовності поліцейських до взаємодії з населенням.
Розраховано на працівників системи МВС України, науковий, науково-педагогічний склад, ад’юнктів, здобувачів вищої освіти закладів із специфічними умовами навчання та інших зацікавлених осіб. Methodological recommendations consider the issue of interaction between the National Police of Ukraine and the territorial community in ensuring public safety and order. The content of the activities of the National Police of Ukraine regarding the protection of human rights and freedoms in interaction with the population is highlighted. The issues of organizing the interaction of the National Police of Ukraine with the population and local communities are clarified, namely the concept of interaction of the police with the population on the basis of partnership ("Community policing") and the reform of the police in Ukraine and the involvement of the population in the process of creating a safe environment. Directions for improving the interaction of the National Police of Ukraine with the population and local communities are given, namely: foreign experience of the interaction of the police with the public, organizational and legal measures to strengthen partnership relations between the police and the population, the formation of the institute of advisory groups of citizens and their influence on the effectiveness of the police and ways and means of increasing the readiness of police officers to interact with the population. It is intended for employees of the Ministry of Internal Affairs of Ukraine, scientific, scientific and pedagogical staff, adjuncts, students of higher education institutions with specific study conditions and other interested persons.
