Abstract
У статті проаналізовано досвід міжнародної практики організації місцевого самоврядування, який поділяється на різні типи, моделі та системи місцевого самоврядування. Автором було розглянуто міжнародно-правові акти, які складають правову основу місцевого самоврядування у Європі, проаналізовано досвід міжнародної практики організації місцевого самоврядування. Було досліджено поняття «управління» у країнах ЄС, яке визначається як сукупність встановлених правил, процесів і моделей поведінки, що визначають способи реалізації владних повноважень. У статті досліджено та проаналізовано моделі місцевої автономії і децентралізації у країнах ЄС. This article analyzes the experience of international practice of local selfgovernment, from which we see completely different types, models and systems of local self-government. In the study, the author considered the international legal acts that form the legal basis of local self-government in Europe. The experience of international practice of local self – government organization is analyzed. The author also studied the concept of “governance” in the EU, which is defined as a set of rules, processes and patterns of behavior that determine the ways of exercising power. In this article the author explores and analyzes models of local autonomy and decentralization in the EU.
