dc.description.abstractПроаналізовано погляди щодо розуміння державного підприємства. З’ясовано роль форми власності на віднесення підприємств до державних. Встановлено призначення державних підприємств – розв’язання завдань держави в процесі реалізації її функцій. Обґрунтовано співвідношення державних потреб, завдань держави її функцій. Виявлено перелік функції держави. З’ясовано сфери функціонування державних підприємств – стратегічні для життєдіяльності суспільства. Проаналізовано діяльність наявних державних підприємств в Україні. Виявлено неефективність існуючої системи державних підприємств в реалізації функцій держави. З’ясовано причини збитковості державних підприємств. Виявлено неналежність управління державним майном. Проаналізовано зарубіжний досвід функціонування державних підприємств. З’ясовано реформаційні заходи щодо управління державними підприємствами в Україні. Обґрунтовано шляхи підвищення ефективності участі державних підприємств України в реалізації функцій держави The state-owned enterprises of Ukraine belong to the public sector of the economy and are the property and financial resource of the state, on which the realization of its functions depends. The purpose of the article is to clarify issues that mediate the involvement of state-owned enterprises in the implementation of state functions, in particular: the nature and purpose of state-owned enterprises; their ability to perform the functions of the state; experience of foreign states in the functioning of state-owned enterprises; formulating proposals to improve this process. Scientific results are obtained through the use of methodological tools. The dialectical approach has established that state-owned enterprises are entities based on state ownership, whose activities are aimed at solving the tasks of the state in various spheres of society in the process of realization of state functions. Within the framework of the synergistic approach, the purpose of state-owned enterprises is clarified - to solve the tasks of the state in various strategic spheres of its activity in the process of realization of its functions. Within the framework of the sociological methodology, the need for an approach establishes the correlation of the needs of the state, its tasks and functions, to which the activity of state-owned enterprises is directed. Techniques and legal forecasting were used, particularly in the process of problem identification. It is established that not all existing state-owned enterprises of Ukraine are capable of fulfilling the functions of the state, as a large part of them are unprofitable, which is a consequence of inefficient management of state property. It is substantiated that in order to increase the efficiency of participation of state owned enterprises of Ukraine in the implementation of the functions of the state, appropriate reform measures should be taken, built on the problems identified and summarized by the monitoring programs, on a scientific basis, taking into account. the forecast indicators. The existing legal framework that regulates the functioning of state-owned enterprises needs to be revised, and the accountability of the subjects of their management should be strengtheneduk_UA
