Abstract
Стаття присвячена комплексному дослідженню позасудового (адміністративного) порядку оскарження рішень, дій чи бездіяльності державних реєстраторів у сфері державної реєстрації речових прав на нерухоме майно та їх обтяжень у контексті реформування системи органів державної реєстрації та органів юстиції. Наведено перелік об’єктів нерухомого майна, що підлягають процедурі державної реєстрації, та виокремлено наявні види речових прав на нерухоме майно. Проаналізовано доктринальне та нормативне визначення поняття «державна реєстрація», впорядковано у хронологічному порядку зміни суб’єктного складу органів державної реєстрації речових прав в контексті реформ децентралізації. The article is devoted to a comprehensive study of out-of-court (administrative) procedure for appealing decisions, actions or inaction of state registrars in the field of state registration of real property rights and their encumbrances in the context of reforming the system of state registration and justice. The list of real estate objects subject to the state registration procedure is given, and the existing types of real rights to real estate are singled out. The doctrinal and normative definition of the concept of “state registration” is analyzed, the changes of the subject composition of the bodies of state registration of property rights in the context of decentralization reforms are arranged in chronological order.
