| dc.description.abstract | У статті досліджено питання, пов’язані з особливостями визначення принципів грошово-кредитної політики (далі – ГКП) держави, доцільності їх чіткого законодавчого визначення та розуміння сутності. Обґрунтовано доцільність забезпечення здійснення ГКП на основі системного аналізу значення та функціональної спрямованості кожного принципу та врахування особливостей національної системи права й норм права Європейської Союзу. Це дасть можливість усунути суперечності в нормах законодавства та закріпити на рівні закону єдину класифікацію загальних принципів ГКП в Україні. З огляду на необхідність урахування потреб сучасної світової моделі публічної влади, що формується в напрямі побудови демократичного, ефективного та відкритого суспільного управління, а також зміни суб’єктно-об’єктних відносин влади із суспільством на модель «суб’єкт – суб’єкт», ГКП України має бути побудована на основі новітніх принципів, що закріплені в праві сучасних провідних демократичних країн світу. The article explores the issues related to the peculiarities of defining the principles of monetary policy of the state, the expediency of their clear legislative definition and understanding of the essence. The expediency of ensuring the implementation of the monetary policy on the basis of systematic analysis of the importance and functional orientation of each principle and taking into account the peculiarities of the national system of law and rules of law of the European Union is substantiated. This will eliminate the contradictions in the norms of the legislation and consolidate at the level of the law a single classification of the general principles of the monetary policy in Ukraine. Given the need to take into account the needs of the modern world model of public power, which is formed in the direction of building a democratic, effective and open public administration, as well as changing the subjectobject relations of government with society on the model of “subject – subject”, the monetary policy of Ukraine should be built on the latest principles enshrined in the law of the modern leading democratic countries of the world. | |
