| dc.description.abstract | Досліджено нормативно-правове забезпечення повноважень суб’єктів щодо реалізації державної політики у сфері благоустрою населених пунктів. Встановлено, що існують проблеми у неналежному виконанні законодавства з питань благоустрою населених пунктів у частині затвердження органами місцевого самоврядування необхідних місцевих нормативно-правових актів та інших документів, а також щодо реалізації своїх повноважень у цій сфері старости як члена виконавчого комітету місцевої ради. Для вирішення цих проблем запропоновано включити старосту до переліку суб’єктів, що здійснюють самоврядний контроль відповідно до положень Закону України «Про благоустрій населених пунктів». The normative-legal provision of the authorities of the subjects concerning the implementation of the state policy in the field of improvement of settlements is investigated. It is established that there are problems in improper implementation of the legislation on the improvement of settlements in terms of the approval by local governments of the necessary local regulations and other documents, as well as on the implementation of their powers in this area of seniority as a member of the executive committee of the local council. To resolve these problems, it is proposed to include the parent in the list of subjects exercising self-regulatory control in accordance with the provisions of the Law of Ukraine "On the improvement of settlements". | |
