dc.description.abstractНавчальний посібник " Дії працівників органів національної поліції при виникненні надзви-чайних ситуацій ", розрахований на здобувачів вищої освіти у навчальних закладах сис-теми МВС України, але також буде корисним працівникам установ та організацій, які за-лучаються до дій в зоні надзвичайної ситуації. Національна поліція України в складі єди-ної державної системи запобігання і реагування на надзвичайні ситуації техногенного, природного та іншого характеру є функціональною підсистемою охорони публічного по-рядку, покликаною залучати свої сили і засоби до дій в умовах надзвичайної ситуації та при ліквідації її наслідків у мирний час та в особливий період. В умовах надзвичайної си-туації, при спонтанності її розвитку і найчастіше непередбачуваності наслідків, першочер-гове значення набуває неухильне дотримання принципів верховенства права, відповідно до якого людина, її права та свободи визнаються найвищими цінностями та визначають зміст і спрямованість діяльності держави. При цьому, суттєво, змінюються ролі і функції основних суб’єктів цивільного захисту, які уповноважені захищати від небезпек населення, території, навколишнє природне середовище і майно. The training manual "Actions of Natio-nal Police Officers in Emergency Situations" is intended for students of higher education in edu-cational institutions of the Ministry of Internal Affairs of Ukraine, but will also be useful for emp-loyees of institutions and organizations involved in actions in the emergency zone. The National Police of Ukraine, as part of the unified state system of prevention and response to man-made, natural and other emergency situations, is a functional subsystem of public order protection, called to involve its forces and means in actions in the conditions of an emergency situation and in the elimination of its consequences in peacetime and in special period. In the conditions of an emergency situation, with the spontaneity of its development and often the unpredictabi-lity of the consequences, the unwavering observance of the principles of the rule of law, accor-ding to which a person, his rights and freedoms are recognized as the highest values and dete-rmine the content and direction of the state's activities, becomes of primary importance. At the same time, the roles and functions of the main subjects of civil protection, which are authorized to protect the population, territory, natural environment and property from dangers, are chan-ging significantly.uk_UA
