Abstract
У статті досліджується пільга як одна з форм системи соціального забезпечення. Зазначено, що об’єктивною необхідністю існування такої форми соціального забезпечення є (а) соціальний захист потреб непрацездатних громадян; (б) необхідність реалізації принципу соціальної справедливості, наявність груп людей, які зробили значний унесок в оборону та соціально-економічний розвиток країни й тому заслужили право на особливу турботу й увагу держави; (в) загострення економічної ситуації в країні, різке зниження рівня життя – матеріальна підтримка пенсіонерів, ветеранів, інвалідів та інших категорій громадян, що потрапили в скрутне становище; (г) погіршення екологічного стану в результаті аварій і катастроф, що викликають зростання інвалідності, тощо. Investigated in the article privilege as one form of social security system. Indicated that the objective necessity of the existence of this form of social security is: (a) social protection needs of disabled people; (b) the need to implement the principle of social justice, the presence of groups of people who have made a significant contribution to the defense and socio-economic development and therefore have a right to special care and attention from the state; (c) the worsening economic situation in the country and a sharp decline in living standards – material support for pensioners, veterans, the disabled and other categories of people who are in a difficult situation; (d) deterioration of the environ ment as a result of accidents and disasters that cause increased growth of disability, etc.
