| dc.description.abstract | У статті проаналізовано вплив технологічних інструментів, що використовуються в інформаційному суспільстві, на питання забезпечення демократії та прав людини. Розглядаються як позитивні, так і негативні аспекти такого впливу. Позитивні аспекти стосуються таких питань, як рівність у доступі, відкритість, прозорість, широка участь індивідів і груп в ухваленні публічних рішень, ефективний контроль з боку громадянського суспільства, нові форми громадянської активності, сприяння правам участі та свободі вираження. Негативні аспекти стосуються таких питань, як прямі й опосередковані загрози для прав людини, вторгнення у приватність, вплив на ухвалення рішень і вільний вибір осіб у демократичних процесах, радикалізація та поляризація поглядів. Усе це посилюється через «цифровий розрив», який визначається як нерівність у доступі, навичках і способах використання інформаційно-комунікаційних технологій. Цифровий розрив включає проблему доступу до інформації, застосування правильних інструментів роботи з нею та інформаційну сприйнятливість. The impact of technological tools used in the information society on democracy and human rights is analyzed in the article. Both positive and negative aspects of such impact are considered. Positive aspects include issues such as equality of access, openness, transparency, broad participation of individuals and groups in public decision-making, effective control, new forms of civic engagement, promotion of participation rights and freedom of expression. The negative aspects concern issues such as direct and indirect threats to human rights, invasion of privacy, influence on decision-making and free choice of persons in democratic processes, radicalization and polarization of opinions. All this is exacerbated by the digital divide, which is defined as the inequality in access, skills and uses of information and communication technologies. The digital divide includes the problem of access to information, the use of the right tools to handle it, and informational receptivity. | |
