| dc.description.abstract | Статтю присвячено дослідженню сутності, ознак та переліку принципів діяльності сервісних центрів МВС України, їх особливостей реалізації, а також пропозицій щодо їх систематизації. Охарактеризовано наукові підходи до з’ясування принципів діяльності сервісних центрів МВС України. Визначено дефініцію «принципи» ‒ це основні засади, вихідні ідеї, основа системи, діяльності державного органу, правового явища. Констатовано, що принципи діяльності сервісних центрів МВС України мають властивості і функції права, а саме: (1) вони нормативно-регулятивні, всезагальні, обов’язкові, об’єктивно-зумовлені, історичні й ідейно-політичні категорії; (2) їх соціальною функцією є регулювання й охорона суспільних відносин; (3) вони є самостійною юридичною категорією, тобто мають відокремлюючі ознаки від усіх інших. The article is devoted to the study of the essence, features and the list of principles of the service centers of the Ministry of Internal Affairs of Ukraine, their implementation features, as well as proposals for their systematization. The article describes scientific approaches to clarifying the principles of the service centers of the Ministry of Internal Affairs of Ukraine. The definition of “principles” is defined – these are the basic principles, output ideas, the basis of the system, the activities of a state body, a legal phenomenon. It was stated that the principles of activity of the service centers of the Ministry of Internal Affairs of Ukraine have the properties and functions of law, namely: (1) they are normative and regulatory, universal, obligatory, objectively determined, historical and ideological and political categories; (2) their social function is to regulate and protect public relations; (3) they are an independent legal category, that is, they have separating characteristics from all others. | |
