Abstract
У статі розглянуто напрями взаємодії правоохоронних органів та органів державної влади, до числа яких входить Державне агентство лісових ресурсів, з метою охорони лісів від правопорушень. Показано, що на основі взаємодії проявляється ступінь раціональності організаційної структури управління, інших форм зв’язків. Доведено, що взаємодія у сфері охорони лісового фонду та лісів, що не входять у лісовий фонд, ефективна лише тоді, коли носить організаційний та системний характер, використовується для здійснення конкрет- них заходів. Показано, що практична реалізація повинна носити строго впорядкований характер, включаючи пов’язані один з одним заходи, розроблені на основі обліку конкретних умов, які склалися в лісах, завдань і форм проведення такої діяльності. Виділено п’ять напрямів такої діяльності: 1) інформування про стан лісових об’єктів, які підлягають охороні; 2) підготовка сумісних планів діяльності; 3) обмін досвідом та підготовка спільних організаційних заходів; 4) спільне проведення лісоохоронних заходів; 5) профілактичні заходи. The article considers the areas of cooperation between law enforcement agencies and public authorities, including the State Forest Resources Agency of Ukraine, to protect forests from crime. The author shows that based on the interaction, it is manifested a degree of rationality of the organizational structure of management, other forms of communications. It is proved that cooperation in the area of protection of the forest fund and forests, which are not part of the forest fund, is effective only when it has organizational and systemic character and is used to implement specific measures. The author marks the practical realization has to be strictly ordered, including related measures developed on the basis of consideration of the specific conditions prevailing in the forests, tasks and forms of such activities. It is outlined five directions of that sort of activities: 1) informing about the state of forest objects which are subject to protection; 2) preparation of joint action plans; 3) exchange of experience and preparation of joint organizational activities; 4) joint implementation of forest protection measures; 5) preventive measures.
