Abstract
Із підписанням і ратифікацією Європейської хартії місцевого самоврядування, яка реалізує концепцію місцевого самоврядування, засади його функціонування, правову та фінансову основи, країни-учасниці зобов’язалися виконувати положення щодо здійснення розподілу своїх грошових ресурсів між бюджетами державного та місцевого рівнів із урахуванням принципів, регламентованих Хартією. З огляду на це нині в Україні відбувається децентралізація, тобто передача повноважень і фінансів від державної влади органам місцевого самоврядування на основі Концепції реформування місцевого самоврядування та територіальної організації влади і Плану заходів щодо її реалізації. Саме тому актуальним є розгляд теоретичних і практичних питань фінансової децентралізації в Україні з урахуванням досвіду зарубіжних країн. With the signing and ratification of the European Charter of Local Self-Government, which expresses the concept of local self-government, the principles of its functioning, legal and financial basis, the participating countries have undertaken to implement the provisions on the allocation of their monetary resources between state and local budgets, taking into account the principles that govern the principles Charter. In view of this, decentralization is taking place in Ukraine at the present time, ie the transfer of powers and finances from state authorities to local self-government bodies on the basis of the Concept of reforming local self-government and territorial organization of government and the Action Plan for its implementation. That is why it is relevant to consider in the article theoretical and practical issues of financial decentralization of power in Ukraine, taking into account the experience of foreign countries.
