Abstract
У статті здійснено аналіз інформаційно-правового забезпечення внутрішньо переміщених осіб. Запропоновано авторське визначення поняття «внутрішньо переміщені особи». Констатовано про те, що внутрішньо переміщеною особою є громадянин України, іноземець або особа без громадянства, яка перебуває на території України на законних підставах та має право на постійне проживання в Україні, яка змушена залишити або покинути своє місце проживання у результаті надзвичайних подій з екологічною, техногенною, воєнного стану метою уникнення негативних наслідків. Зазначено, причини вимушеного переміщення населення в межах країни. Доведено що, причинами вимушеної внутрішньої міграції населення є насамперед, військовий конфлікт, окупація чи анексія території країни, жорстоке поводження, порушення правил ведення бойових дій зі сторони Російської Федерації та інші протиправні посягання на права, свободи та законні інтереси людини та громадянина.The article analyzes the information and legal provision of internally displaced persons. The author’s definition of the concept of «internally displaced persons» is proposed. It was established that an internally displaced person is a citizen of Ukraine, a foreigner or a stateless person who is in the territory of Ukraine on legal grounds and has the right to permanent residence in Ukraine, who is forced to leave or leave his place of residence as a result of extraordinary events with environmental, man- made, martial law in order to avoid negative consequences. The reasons for the forced displacement of the population within the country are indicated. It has been proven that the causes of forced internal population migration are primarily military conflict, occupation or annexation of the country’s territory, brutal treatment, violations of the rules of hostilities by the Russian Federation, and other illegal encroachments on the rights, freedoms, and legitimate interests of people and citizens.
