    ПОНЯТТЯ, ОЗНАКИ ТА СТРУКТУРА СУБ’ЄКТІВ ПУБЛІЧНОГО АДМІНІСТРУВАННЯ УКРАЇНИ. Concept, signs and structure of public administration subjects of Ukraine

    Стаття присвячена визначенню базових термінологічних категорій теорії публічного адміністрування в Україні. Автор з’ясовує юридичну сутність публічного адміністрування, визначає його ознаки та побудову. У статті уточненj позиці. щодо розуміння суб’єктів, які здійснюють діяльність у сфері публічного адміністрування. Особлива увага приділена аналізу адміністративно-правових актів, які визначають права, обов’язки та сферу компетенції суб’єктів публічного адміністрування. Автор обґрунтовує, що поняття «публічне адміністру- вання» концептуально не тотожне поняттю «державне управління», а також змістовно не тотожне поняттю «публічне управління», співвідносячись із ним як ціле та його частина. The article is devoted to the definition of basic terminological categories of the theory of public administration in Ukraine. The author clarifies the legal nature of public administration, defines its features and structure. The article clarifies the position regarding the understanding of entities engaged in public administration. Particular attention is paid to the analysis of administrative acts defining the rights, duties and competence of public administration entities. The author substantiates that the concept of “public administration” is conceptually not identical to the concept of “public administration”, and also meaningfully not identical to the concept of “public administration”, relating to it as a whole and its part.
