PECULIARITIES OF THE STRUCTURE OF MUL-T-LOCK® CYLINDER PINS(2019) Филь, Р.С.; Fyl, R.S.Research article discusses the principle of operation of cylinder mechanisms of models 7x7®, Integrator™, Classic, Interactive® by Mul-T-Lock®. The gaps in the current regulations of Ukraine, which made it impossible to conduct operational and investigative activities of the National Police of Ukraine, were considered. In order to reveal the problems of the research subject, the constructions, technical characteristics and levels of resistance to different methods of hacking of the considered mechanisms are investigated. Data on the structure of their bodies, cylinders, pins and keys to them, as well as the level of interchangeability of individual components are given. The interaction of the main components of cylinders in different modes of operation is described. The order of applying the code of cylinder mechanisms on their carrier is given – the key. Key profiles, typical for mechanisms, which are officially delivered to Ukraine, are specified. The geometrical sizes of code pins in pairs are determined and the constructive methods aimed at increasing the security of mechanisms from manipulative methods of breaking are described. The level of resistance of cylinder mechanisms to burglary is analyzed in accordance with GOST EN 1303:2014. The technical solution aimed at improving the performance of locks is proposed.Item Оцінка небезпечних відстаней осколкового ураження боєприпасами та саморобними вибуховими пристроями. ASSESSMENT OF DANGEROUS DISTANCE FOR FRAGMENTATION EFFECTS OF MUNITIONS AND IMPROVISED EXPLOSIVE DEVICES(2018) Филь, Р.С.; Fyl, R.S.The paper presents the rationale for the new approach to the analysis of the fragmentation of the explosion, as a striking factor in the explosion of ammunition and improvised explosive devices based on them. Information was provided on the distribution of the dependence of the mass of fragments on their quantity and the type of detonated ammunition. The calculation of the speed of fragments from the epicenter of the explosion, depending on the power of the explosive charge. Based on the obtained values of the velocities and the mass of the fragment, the distances of the dispersal of the fragments upon detonation of the most common types of ammunition are determined. Based on the gas-dynamic theory, the strength of the contact interaction of the fragment with a biological object is indicated. The law of contact pressure distribution is given. The graphic dependence of the change in contact pressure on a biological object from time is shown at different speeds of movement of the fragment. Applying the Poisson law to the distribution density of fragments, they calculate the probability of their damage to a biological object from the speed with which they move. A model is proposed for calculating the degree of damage to a person by fragments, depending on their mass, speed and shape. Cases of the defeat of a person by shrapnel, which fly forward or have the shape of a square, are considered. Dependence of determining the conditional probability of injury to a person by splinters in the explosion of ammunition, which allows determine the affected area from the epicenter of the explosion or calculate the location of protective engineering structures with certain parameters. When calculating the integral function of damage to biological objects, parameters are given for fragments of relatively small mass with a blunt and cutting edge, as well as large primary or secondary fragments. The presented mathematical model for defining fragmentation zones with ammunition and improvised explosive devices based on them is recommended for practical identification by the officers of the National Police of Ukraine and the National Guard of Ukraine of cordoning zones during mass events and counterterrorism operations.Item Розвиток протимінної діяльності в Україні. DEVELOPMENT OF CONTINGENCY ACTIVITY IN UKRAINE(2018) Филь, Р.С.; Fyl, R.S.Paper deals with the issues of the development of mimetic activity in Ukraine. Data are given on the area of mine clearance of the liberated territories of Donetsk and Luhans’k regions, the number of disposed explosive objects and registered victims from mines and other explosive remnants of war. In order to reveal the problems of the chosen topic of research, the purpose of the paper was to study the essence of mimetic activities and to review the development of legislation in this area in Ukraine. The content of the concept “offensive activity” is analyzed and its main tasks are defined, in particular: informing the population about the mine danger and the danger of explosive remnants of war; demining of land and water resources and food; restoration of infrastructure in demarcated areas; assistance to victims; destruction and storage of ammunition; recovery of the economy in the affected region. Components of mine action, namely: information on mine danger and mine clearance (“humanitarian demining”) are characterized. The current regulatory framework in the field of mine action in Ukraine, as well as existing draft laws on the implementation of mine action, it was established that the absence of a single specialized law on mine activity inhibits the effective implementation of the demining of territories on its East, not only domestic specialists, but also international non-governmental organizations. The results of the activity of the authorized agency on mine action in Ukraine are analyzed. It is proposed to establish a clear legal mechanism for the organization and coordination of mine action activities by the national body for the effective demining of zones of armed conflict in the Donets’k and Luhans’k regions, which would establish a procedure for attracting highly skilled personnel and international non-governmental organizations to this activity, would act as a customer of research and developmental works on the development of the latest special equipment for demining units and the sources of funding of mentioned activities are determined.
