Abstract
У дисертації на основі сучасних наукових розробок актуальних проблем загальної теорії держави та права здійснено теоретико-правовий аналіз державної політики у сфері цивільної безпеки в Україні. Осмислено плюралізм наукових інтерпретацій державної політики та безпеки в суспільно-гуманітарних науках, юридичних науках зокрема. Проаналізовано множинність і варіативність їх нормативно-правових визначень. Виокремлено та охарактеризовано загальні, спеціальні й виключні повноваження державних органів та органів місцевого самоврядування щодо формування, реалізації і забезпечення державної політики у сфері цивільної безпеки. Досліджено нормативно-правові засади державного стратегічного планування, ієрархічну побудову системи державних стратегічних документів, виокремлено особливості нормативно-правової моделі стратегічного планування державної політики у сфері безпеки, узагальнено напрями сучасних реформ формування, реалізації та забезпечення державної політики в Україні. В диссертации на основе современных научных разработок актуальных проблем общей теории государства и права осуществлен теоретико-правовой анализ государственной политики в сфере гражданской безопасности в Украине. In the thesis on the basis of modern scholarly developments of actual problems of the general theory of the state and law the theoretical and legal analysis of the state policy in the field of civil security in Ukraine is carried out. The pluralism of scholarly interpretations of state policy and security in the social sciences and humanities, legal sciences in particular, is comprehended. The multiplicity and variability of their normative legal definitions are analyzed. The general, special and exclusive powers of state bodies and local self-government bodies in relation to the formation, implementation and provision of state policy in the field of civil security are singled out and characterized. The normative-legal bases of the state strategic planning, hierarchical construction of the state strategic documents system are investigated, the peculiarities of the normative-legal model of the strategic planning of the state policy in the sphere of security are singled out, the directions of modern reforms of formation, realization and maintenance of the state policy in Ukraine are generalized.
