Abstract
У статті визначаються сутність і зміст загальної для Європи моделі місцевого самоврядування. Аналізується концепція місцевого самоврядування, викладена в Європейській хартії місцевого самоврядування. Досліджуються основи європейської конституційної моделі місцевого самоврядування, закладені в Європейській хартії місцевого самоврядування та однаково актуальні як для країн, які входять до складу Європейського Союзу, так і для України. Приділено увагу питанню змісту гарантій місцевого самоврядування Європейської хартії місцевого самоврядування. The article defines the essence and content of the European model of local self-government. It analyzes the concept of local self-government that is outlined in the European Charter of Local Self-Government. The article also investigates the basics of the European constitutional model of local self-government that are laid down in the European Charter of Local Self-Government, and are equally relevant for both the countries of the European Union and Ukraine. It goes on to examine the issue of the content of local self-government guarantees of the European Charter of Local Self-Government.
