Abstract
У статті розглядаються адміністративно-правові аспекти формування загонів самооборони. Наведено правове забезпечення участі цивільних осіб стосовно захисту України у відповідних громадських формувань щодо охорони громадського порядку. Проаналізовані поняття «особливий період» та військовий стан». Наводиться думка, що «особливий період» є значно ширшим ніж «воєнний стан» котрий в Україні фактично безперервно триває з 17 березня 2014 року по даний час. The article considers the administrative and legal aspects of the formation of self-defense units. Legal support for the participation of civilians in the protection of Ukraine in the relevant public formations for the protection of public order is given. The concepts of «special period» and martial law are analyzed. It is believed that the «special period» is much broader than the «martial law» in Ukraine, which in fact continues continuously from March 17, 2014 to the present.
