Abstract
Мета дослідження – вивчення взаємозв’язку патерналістських настроїв у суспільстві щодо зобов’язань держави в забезпечені житлом громадян і правових підстав для таких настроїв, вне-сення пропозицій щодо необхідності переосмислення, зокрема на філософському рівні, підхо-дів і керівних принципів у процесі визначення громадянина таким, що потребує державної підтримки в забезпеченні житлом і порядку обліку таких громадян. парадигми та психологічного сприйняття людьми права на державну допомогу в забезпеченні житлом потрібна нова стратегія державної житлової політики та новий Житловий кодекс, який справедливо визначить тих громадян, які мають право на державну підтримку, вид державної підтримки та регламентуватиме основні положення обліку таких громадян, а сам облік буде відкритим для суспільства. The purpose of the study is to analyse the relationship between paternalis-tic attitudes in society regarding the state’s obligations to provide housing for citizens and the legal basis for such attitudes, make suggestions on the need to rethink at the philosophical level approaches and guidelines for identifying citizens in need of support in providing housing and registration order of such citizens. Conclusions. In order to radically change the legal paradigm and the psychological perception of people of the right to state assistance in the provision of housing, a new strategy of state housing policy and a new Housing Code is needed, which will fairly determine citizens eligible for state support, the type of state support and regulate the main provisions for registering such citizens and the register itself will be publically available.
