Abstract
В аналітичному огляді розкрито нормативно-правове регулювання антикорупційної діяльності МВС Україні; визначено джерела ідентифікації корупційних ризиків шляхом проведення перевірок та аудитів контролюючими органами у в діяльності МВС України. Для кращого сприйняття схематично окреслено механізм проведення службових розслідувань у разі наявності корупційних ризиків. Проведено аналіз інформації з Єдиного державного реєстру судових рішень, щодо притягнення до відповідальності посадових осіб МВС України за корупційні правопорушення та правопорушення, пов’язані з корупцією за 2020-2021 роки. На основі якого визначено фактори, що сприяють вчиненню корупційних або пов’язаних з корупцією правопорушень в системі МВС України. Охарактеризовано корупційно-небезпечні сфери функціонування корупційних ризиків у діяльності системи МВС України; проведення оцінки корупційних ризиків у сферах реалізації повноважень МВС України. The analytical review reveals the regulatory and legal regulation of anti-corruption activities of the Ministry of Internal Affairs of Ukraine; the sources of identification of corruption risks are identified through inspections and audits by the controlling bodies in the activities of the Ministry of Internal Affairs of Ukraine. For a better understanding, the mechanism of conducting official investigations in case of corruption risks is schematically outlined. An analysis of information from the Unified State Register of Court Decisions was conducted regarding the prosecution of officials of the Ministry of Internal Affairs of Ukraine for corruption offenses and offenses related to corruption for 2020-2021. On the basis of which, the factors contributing to the commission of corruption or corruption-related offenses in the system of the Ministry of Internal Affairs of Ukraine are determined. The corruption-dangerous spheres of functioning of corruption risks in the activity of the system of the Ministry of Internal Affairs of Ukraine are characterized; conducting an assessment of corruption risks in the spheres of implementation of the powers of the Ministry of Internal Affairs of Ukraine.
